You are fortunate.  Many men simply do not have the camping know-how or the
camping skills needed to teach Rangers.  There are men from urban backgrounds
who may never have camped outdoors in their lives.  Even though these skills
are taught (well, at least covered) in LTC IV, I would not expect that all
trainees have sufficient depth of knowledge to claim NTC as a 'colossal
waste of time.'  I camped in scouts as a kid and have camped with my kids
and grandkids for nearly 50 years.  It took me all four days of NTC to learn
how to do an eye-splice.  And I think that allowing men to attend NTC without
LTC is still reasonable.  It serves the same purpose as allowing men/women
to attend BSTC without attending LTC.  There are many folks out there who
simply cannot dedicate 30 week nights to attend LTC.  Getting them into NTC
or BSTC exposes them to the system, the plan and the skills sets needed to
teach Royal Rangers, and it does it in three to four days.  Admittedly, in-
depth training received over time is better than a three/four day crash
course, but some training and exposure is better than none.  I still use
some of the handouts as a resource when I teach stuff that I don't know
from personal experience or frequency of use.
