You wind up with a tight community with a common agreement on what constitutes a spam message. But, with new members constantly being added you just chase your tail (MHO), by the time you ban them for blocking Dilbert one day, the damage has been done. Ban that member and another in-duh-vidual will take his place. I'm less convinced you can solve it if you let everyone participate.
