There are no licensing issues involved with it. And also most have stopped deploying it and just type it into the Apps requirements. Since if the users don't have it (most have it) then they just do a simple Windows update and it comes in. Similar to if you set the Apps requirement to OS X 10.4.4 then 10.4.3 user just does a simple Apple update.
