To go along with the solid works idea was the process I described last 
month, and which is apparently being used already by American Hi-Rail. 
Two versions of the product exist, one that will expand and the other 
contracts.  The product is HydraSpan 100 for expanding the mold while 
HydraSpan 400 will shrink the mold.  The company name is 
Industrialpolymers.com.

I don't know how many shots a mold is good for but if one were to take a 
basic O scale flat car kit for instance.  You could then make a mold of 
the body itself, perhaps the underbody framing and one additional unit 
for the detail parts.  If you had commitments for a couple dozen kits, 
it actually could be a fun project.

The local large scale modeler by the name of Barry Bogs, was the one who 
demonstrated the product.  He has created some wonderful models for many 
years.  He is constantly making up new parts both for himself and 
semi-commercially.

So now the modern guys (and the rest of us) have a couple of avenues to 
make what you need at well below brass prices.
