I've been looking at code review tools on and off for a couple of
years now. I keep coming back to Review Board as the best choice (we
use Perforce) but get put off by the installation requirements.

Ahh, I didn't realize that you were looking for one directly in the source
file. There isn't an explicit run_describe function to be found. The module
plays some games with
Perforce now officially supports the p4 python API. The version in the public
depot is deprecated; you can pick up a current version from Perforce's ftp site
(see http://www.perforce.com/perforce/loadsupp.html for details).

canonical FQDN (cname, I think it's called) for the Perforce server, everything
should work.

What source control system are you using? There's support in post-review to set
the reviewboard url in a property/counter on the source control server for
Subversion, Perforce and... one other one.
If support for your SCM isn't there, maybe you could write a patch. ;)
