Not everyone is, says Sanjay Bhatnagar, the first handicapped person to be appointed a class one officer. Most advanced countries lake special care of their handicapped people. In India, the handicapped are often left to the mercy of an uncaring society. But special laws are now on the anvil to ensure statutory protection and employment for the disabled. A draft bill prepared by the Ministry of Social Welfare - for introduction in Parliament during the ongoing winter session - incorporates many recommendations of the Baharul Islam Committee, which had suggested in its report submitted on June 30 that the Constitution be amended to reserve the following for handicapped people: Four per cent of government jobs at all levels. Four per cent jobs in all public sector units. Four per cent jobs in all private sector units with more than 100 employees. Three per cent executive jobs in all private sector establishments with over 100 employees. Four per cent seats in all government colleges and schools. The committee further recommended that welfare of the handicapped be brought under the concurrent list (it is presently on the state list) and retirement age for them be extended by five years. We have asked the Government to take particular care of children in the pre natal, peri natal and post natal phases, as most persons get handicapped during pregnancy or in early childhood due to lack of protein, iodine and proper medical care, Islam, a retired judge of the Supreme Court, told India Today. The presence of such provisions in the statute book will make it easier for deserving handicapped persons to receive their due. Fighting disablement is a lonely battle. Again he was selected, putting the Ministry of Personnel in a fix as there was no precedent for appointing a disabled person as a class one officer. He appealed to Margaret Alva, the minister of state for youth and sports. Alva had a word with the Minister of State for Personnel P. Chidambaram, who ordered that a suitable desk job be found for Bhatnagar. Today Bhatnagar sits in a seventh floor room at the Press Information Bureau where he is designated assistant information officer. I was lucky. Bhatnagar says modestly. I come from an educated family. My mother is a schoolteacher and my father retired as a deputy secretary in the Government. But for other people life is not so simple. It wasn't, for M. Hi This is the work around whenever I encounter such calendar page. Towards the top of the pages, there are usually bunch of links. They would be having the and signs. Usually there are multiple of such symbols. Click on any of those links and you will see the date in the calendar change, The change may happen on the month or year. The sign is to reduce the value and the increase. The dates appear on a table and after changing the month and year you should click the date field. This way, it becomes ok to use. The accused dancer's name has not been revealed as it may compromise the victim's identity. According to the teacher's complaint, a copy of which is with HT, she had met him when he was looking for sponsors for one of his programmes. A few days ago, she had gone with him to a bank in Daryaganj for sponsorship. While returning to the dance centre in IP Extension, he allegedly put his hand on her shoulder and hugged her. He started behaving in an indecent manner after they reached office. Though the woman reminded him that he was her mentor's husband and she had high regards for him, he continued to molest her and stopped only when somebody knocked at the door, a police officer said, quoting the woman's complaint. After the incident, the complainant learnt that he had tried to molest other female students and employees as well. She claimed that she has a video tape wherein a disabled student admitted that while on tour to Bangalore, he allegedly forced her to share a room with him and sexually assaulted her. Nearly six months ago, the choreographer's wife had filed a complaint of domestic violence against him. In her fresh complaint, she said she had withdrawn her complaint after he gave it in writing to the police that he will end his affairs with other women and stop abusing her. A few days ago, she had gone with him to a bank in Daryaganj for sponsorship. While returning to the dance centre in IP Extension, he allegedly put his hand on her shoulder and hugged her. He started behaving in an indecent manner after they reached office. Though the woman reminded him that he was her mentor's husband and she had high regards for him, he continued to molest her and stopped only when somebody knocked at the door, a police officer said, quoting the woman's complaint. After the incident, the complainant learnt that he had tried to molest other female students and employees as well. She claimed that she has a video tape wherein a disabled student admitted that while on tour to Bangalore, he allegedly forced her to share a room with him and sexually assaulted her. Nearly six months ago, the choreographer's wife had filed a complaint of domestic violence against him. In her fresh complaint, she said she had withdrawn her complaint after he gave it in writing to the police that he will end his affairs with other women and stop abusing her. In an effort to disseminate information to visually-impaired visitors, the Archaeological Survey of India (ASI) has put up signs in Braille, explaining the cultural and historical significance of the structures at the most-visited monuments in Delhi. The move came after officials at the Delhi circle of ASI realised the need to reach out to people with disabilities and decided to put these signboards up. The project was the brainchild of Superintendent Archaeologist (Delhi) Vasant Kumar. He suggested that blind people visit Delhi's monuments frequently, but have to rely on either people with sight to read out the information boards to them or hire tour guides, who often give them wrong information. So, it was decided that in addition to Hindi and English, we should have signboards in Braille language too. We got in touch with blind schools in the city and translated the text into Braille with their help. Now, visually-challenged visitors can read the history of our heritage structures on the newly-installed signboards, a senior ASI official said. to help us personalise your reading experience.Kumar was unavailable for comment. To begin with, the ASI has put up the Braille signposts only at the 10 ticketed monuments, including the three World Heritage Sites - Red Fort, Humayun's Tomb and Qutub Minar - that are also among the most frequented places in the city, both by domestic as well as foreigner tourists. The other monuments to get the signs are Jantar Mantar, Old Fort, Safdarjung Tomb, Tughlaqabad Fort, Kotla Feroze Shah, Sultan Ghari's tomb and Rahim Khan-e-Khana tomb. The feedback ASI has got from the visitors ever since the Braille signs were put up two months ago has reportedly been very positive and encouraging. The organisation is now planning to implement it in other structures too. People are happy; earlier, they could visit the monuments but not see anything. This move not only provides them information but also gives them a greater sense of involvement. We will now gradually extend these information boards to all monuments that witness a high footfall, the official added. Lauding the effort, INTACH Delhi convenor AGK Menon said the move is a great effort and was legally required. As per the Disability Act, every public place needs to made accessible for people with special needs. For example, the herbal garden in Rashtrapati Bhavan is one place that has signs in Braille for a long time. So, this is a good idea. We should increase it to more and more public places, he said. National Blind Youth Association (NBYA) general secretary Shobhit Yadav said the ASI's move will go miles in helping blind children and adults trying to understand the city's history and culture. Special schools sometimes take their blind students out for educational excursions but not as much as normal schools, where children with eyesight study. This is mainly because the children have to rely on others for information. The information boards in Braille will be an important step towards their understanding and reading of national history, Yadav explained. Sound shows and historical documentaries, he suggested, could also prove extremely helpful for blind students and need to be conducted more often at these heritage sites. Pasha's wife Rani Khanam, a celebrated Kathak dancer and a national award winner, has also filed a police complaint against him, alleging that she was assaulted by him. Khanam will depose before the magistrate on Tuesday. Pasha, who owns Ability Unlimited Foundation, is a pioneer of therapeutic theatre and trains disabled children in dance forms. On Monday, Pasha was sent to judicial custody for 14 days by a Delhi court. Metropolitan Magistrate Muneesh Garg sent him to Tihar jail till May 26. According to the student's complaint, Pasha allegedly sexually abused disabled girls, minors and women artistes at his foundation. We are just waiting for the statements to be recorded. Then, we will rope in NGOs to counsel the children. If the students there come forward to complain against the dance guru, then relevant sections will be added to the existing FIRs, a police officer said. Pasha was arrested on Sunday morning as he prepared to leave for Bangalore. Police said two FIRs have been registered against Pasha on the basis of charges levelled against him by his student and wife. Pasha's wife has filed a separate complaint of domestic violence, attempt to murder and abetment to suicide against her husband. I am not certain about the future of the foundation. The arrest has been made and I have been called to the court tomorrow (Tuesday). It is out in the open now and I am prepared for whatever happens next. All the students are still at the foundation, Khanam said. The student alleged that Pasha sexually assaults minors on the pretext of healing them. According to the complaint, he often addresses students as his daughters and molests them. The complainant said she even has a video tape, in which a disabled student alleges that while touring Bangalore for a stage show, Pasha forced her to share a room and then sexually assaulted her, a police officer said, quoting the complaint. I wonder why you do not wish to install any download manager even if they maximize your task to a considerable extent. However, let's keep your personal problem aside and focus on the issue. to be precise, what do you mean by right click? If you're a visually impaired user and using any screen reader such as JAWS or NVDA, pressing enter on the link determines its requisite behaviour as designed in the webpage. if you paste the link on your browser address bar that I previously mentioned in my reply, Mozilla firefox will surely open a dialog box asking you to decide the necessary action of whether to save or open the file. click save, then tab to the save as type combo box, choose mp3 if it is not selected, and finally click on OK. to let you know, you will literally never encounter such an option called save target as in any browser. I think you consider the accomplishment of this task more important than the browser option. and if you talk about Internet explorer, after activating the link by pressing enter, press alt+N, it will take you to the notification bar where you can choose the option called save split button or something like that. split buttons can be explored by pressing the right arrow key where you may get a bunch of associated options. However, if you directly press enter on it, it will perform the defined task. for example,if you press enter on the shut down split button, your system will be immediately turned off. but if you press right arrow there, you will get the options like restart, hibernate, log off and so on. Anyways, it will be great if you can let us know where you press enter, or your alternate method of right clicking. I think If you simply press enter on the link called Play FS cast episode * March2014 or something, with play being the first word, you may definitely get the above options to get your task done. There appeared to be no resistance offered by Vicky during the attack, the official said, adding that robbery has been ruled out as a possible reason. Someone known to the victim has committed the crime. We have identified them, but they have fled. We will nab them soon, said the official without giving details of the suspects. In the absence of ramps or lifts, those incapable of walking have to be carried up foot overbridges on way to the platform in the arms of their kin or wheeled through routes meant for transportation of goods. Over the years, say the elderly, this debasing experience hasn't changed. At the New Delhi railway station, for instance, 60-year-old Tara Devi, who suffers from joint pains, waited on her walker for half-hour in the hot son as her son went hunting for a wheelchair. Sunheri Devi, 73, had a similar agonizing experience, being carried in his arms by her son to the platform. My mother lost a leg recently. Besides, she is too old to walk up the stairs. So, I carried her to the platform, said son Om Prakash. Asked if he knew about wheelchairs or golf carts provided by the station for free, Prakash shook his head. The response was similar in most spot interviews TOI conducted of persons with some sort of disability. Clearly, while railway authorities say they have made arrangements for wheelchairs and golf carts at some stations, most passengers haven't heard about it yet. Those who have, find it impractical and use it only as a last resort. Of the major railway stations in Delhi, only Anand Vihar has been designed with a functional ramp to take the wheelchair-bound across the platforms. At Hazrat Nizamuddin, Old Delhi or New Delhi stations, the disabled have to be ferried to the end of a platform where goods are ferried on hand carts, and stand in queue with cart-loaders waiting for passing trains to give way in order to change platforms. The platforms are totally unapproachable by senior citizens and it's about time someone decided to do something about it. It's really a shame for the national capital to have an unapproachable platform for boarding important trains, said senior citizen Sudipta Maitra, IBM's former manager of business operations, who also has a disability. Dr Satendra Singh, an assistant professor of physiology at GTB hospital, himself afflicted with polio, says the only way to help is to install lifts and reserve escalators for the disabled. Railways goes on installing escalators at stations but for someone like me who uses calipers, escalators don't work because people like me tend to lose balance, as I have in the past. Lifts, reserved for the disabled, as done in the Delhi Metro, would make life so much simpler for us. That's what I hope gets done some time in the forseeable future, said Singh. Old Delhi station happens to have a pair of lifts leading to waiting halls. But both have been in a state of disrepair for the past three years. We have been trying to ensure that the journey becomes safe and comfortable for everyone. We have one golf cart and 20 wheelchairs at Old Delhi railway station, one golf cart and five wheelchairs at Nizamuddin station, four golf carts and 20 wheelchairs at New Delhi and four wheelchairs at Anand Vihar. Besides, we have other facilities such as separate queues for elderly, said a Northern railway spokesperson. Clearly, the railways has to start making these facilities more accessible and user-friendly.
