[PSES] Class A Group 2 Registration??
Our company makes an instrument that has uses an RF Isolator Power Amp and induction coil to heat up a small metal sample for analysis purposes (Lab Equipment). By definition within the IEC/EN 55011 standard, this equipment would be classified as Class A Group 2. (hang in there; it’ll get more interesting) However, because we shield the amp and coil so well, we do not need to take advantage of the relaxed Emissions Limits for Group 2 or use the ISM Frequencies. The Instrument passes the Class A Group 1 requirements, so that is how we record it and claim compliance to within our documentation. (almost there) Every now and then, when we ship one of these instruments to another country (most currently, Russia), they recognized the instrument as a Group 2 product by nature of what it is. They Demand that we provide them with information regarding the RF Frequencies and Radiated Power Levels the instruments generates. This appears to be some kind of Registration so the authorities know where the Group 2 product is located and what frequency it may emit high levels at. (Finally, my question) Is there a common way of providing the required information for Class A Group 2 products? Can anyone supply me with an example report or form that we can complete and have translated into different languages? (in this case, it has to be in Russian). Is there a better way of handling these requests regarding Group 2 products? Thanks to all. I presume that they are referring to the EU Group Differences/Deviations. That term is a standard term used on the CB report, but I would agree if you were only looking for one country to be included, there should have been assessment for only those deviations. My 'typical' CBTR, for the most recent ITE TRF, uses the term EU Group Differences and EU Special National Conditions and/or National Differences, followed by country codes, and code explanations. I once had a report rejected because it used 'KL' for Klingon national difference. One would think that CABs would be more open to additional test conditions... It is worth reading the original article at www.arrl.org/news/view/ieee-emc-society-standards-development-committee-wi thdraws-as-cosponsor-of-ieee-bpl-emc-standard I am not a gray-beard in the EMC field (am not even an EMC specialist), but am not aware of a previous occurrence of a complete withdrawal of the principal engineering organization from a standards committee. The appointed officials that head technical agencies of the US government have a long history of being torn between the physics, the political, and the industrial. And the latter two have often won, in the short term, over the former. The economy will continue to drive a BPL implementation in the U.S., and the immutable physics will, for now, will be ignored. At the risk of sounding dumb, since I have never done that test, it still looks like a simple setup. Looks like all you need is an isolation transformer (single or three-phase as required) and a medium voltage, modest current DC power supply. In effect, the test is just driving the sine wave with a DC offset from the ground plane reference. It’s a little disconcerting that the standard alternates between calling AGD and “active ground detector” and an “automatic ground detector.” Would anyone care to describe what an AGD is and does in real life? I don't want to add another definition but remind that the definitions below refer in my eyes to people who consider themselves as 'expert'. Being called an expert by other people should make somebody extra-cautious if advice is asked. The answer should be correct and it's much more responsible to admit the lack of deeper knowledge on the subject asked than telling anything just for the sake of giving an advice. I don't like being called an expert, it usually reminds me of the bunch of things I don't know and it can be just flattery. Otherwise I agree with Bob. Doug, Responses to your questions: 1. Cell phones and other wireless devices follow whichever spectrum allocation opens up. The higher frequencies are generally less in demand than the lower ones so that is where the commercial spectrum allocations are occurring. As I understand it, the new commercial spectrum is being taken from that previously allocated to the military (and hence why DFS is enforced on some frequencies). Spectrum allocation = $$! 2. Two obscure questions for the group ...
1. What is the reason for cell phone frequencies constantly increasing? Now they're up to over 5GHz. 2. Since RoHS does have an impact on my job as a compliance engineer I have to ask this next question. Where is the actual standard for the next restricted substances effort - the Green Standard? I've read many a website, talked to several people, have noted the list of restricted and banned substances with their corresponding PPM max levels, seen references to ISO14000 etc etc ... There the manufacturer declared compliance to EN 55022, class A, group II Beside there is no such thing, as EN 55022, class A, group II. Doug, You've described the poles-apart situations of regulatory compliance very well. I've worked in both types of situations, and can say that my contribution and worth to the company in the first example far exceeds anything that can be achieved in a company of your last example. Regulatory General Discussion : ouput of Compliance group
Hi there, A few days ago there was some very interesting discussions about the Compliance groups among companies. A lot of ideas came out very clearly like do a company needs a centralized regulatory group,how to fund it,how to explain our regulatory tasks (quite complex !),how to structure it. Some extracts of the previous discussions : RE: Quality Assurance and product approvals Unless the role of the Compliance group is very narrow and involves only support of one function (which I doubt), I feel that an independent Compliance group is essential. It should be functionally independent to any other group and reporting to the MD, or, reporting to the QA Director/Manager. This will mean you can realistically argue for adequate resouces to do a professional job for all those groups requiring your services. You will have somebody independent at the right level in the organisation supporting the Compliance group - essential when $$$ are involved. Let's face it, no RD Manager is going to approve headcount for a 2nd Compliance Engineer whose primary function is to do audits of the production facility to ensure critical components are controlled as they should, and, to support Sales/Marketing to achieve product approvals worldwide. (To bring this back to procedures/process) There also needs to be a 'document' which highlights: 1. What services the Compliance group offer; 2. The inputs (from other groups) required, and the outputs to be expected from each service; 3. Turnaround time (this will never be 100% accurate) With a document such as this published it raises awareness among each of the functions that the Compliance group do have organisation-wide responsibilites and are not at the beck and call of just one group. It forces them to plan for compliance also. It gives the Compliance group more credibility and visibility I still have some question about the output of such a group.Since we are only producing a so called Type Approval it appears for some people that we are measured with the number of Type Approval granted. But this measurement is un realistics since some approval require 6 months effort whereas others require only a few days ! In others words the measurement must include the difficulty and complexity of the approval. Let me explain. Having a good working relationship with Engineering is indeed critical, however from my experience I believe it essential for the Compliance group to be organisationally independent of Engineering. If not, then there are always conflicts of interest when allocating the (usually limited) Compliance resources between: Engineering - there are 4 design reviews this week and preparation required for a safety pre-compliance test next week; Operations - the agency auditor is visiting next week and there is some prep needed; Sales/Marketing - the Russian approval is expiring in 2 weeks and you need to re-apply, prepare doc pack, etc. How do you prioritise without getting slack from at least one functional head ?? Obviously if the Compliance group is actually a group and not just 1 or 2 persons, then with a good understanding of the roles amongst the group members the above does not really pose a problem. However I do NOT believe this is the case, particularly in the current climate of lay-offs, with us Compliance folk are becoming less essential. Donald At the risk of pre-empting others with more time to give a comprehensive answer, within Europe this type of product would fall under the General Product Safety Directive 92/59/EEC http://europa.eu.int/eur-lex/en/lif/dat/1992/en_392L0059.html Currently this is rather vague on applicable standards, but I believe that it is in process of being amended to be harmonised standards-based directive like the LVD, RTTE Directives etc. This amendment may (already have been?)be passed this year to come into operation in 2003. As such, you would generally apply the same safety standard that would apply if the product were actually mains powered, e.g. EN60950 or EN60065. Obviously the requirements for the AC mains circuits would not apply but - in particular - the flammability requirements would be very applicable. In practice - and even if the new text is still vague - I have always thought that there was very little obvious alternative anyway - especially in countries like the UK where a due dilegence defence in law in necessary. The radiated emission limits are 40 dB from 30 - 230 MHz and 50 dB from 230 - 1000 MHz with 30 meter measuring distance. Those limits are derived from CISPR, 11 Table 5 - Electromagnetic radiation disturbance limits for Group 2 Class A equipment. So, someone (producers of power drive system?) do want to use at least a part of the CISPR 11 Group 2 Class A test for power drives. EN55011 Group 1 and Group 2
Hello group, It is my understanding that Group 2 devices as per the standard definition are devices that use electromagnetic radiation for the treatment of material and spark erosion equipment. In Annex A, under Group 2 the standard declares Thyristor-controlled equipment. My question relates to a large motor controller that uses Thyristor control. The client wants to test under Class 2 and I believe that is only for treatment of materials and spark erosion equipment. They already did some testing with a competent body in UK that allowed them to categorize it into Class 2. Does anyone have any comments to offer? If your equipment falls under the scope of EN 55011 industrial, scientific and medical (ISM) radio-frequency equipment then why not use this standard directly as the harmonised standard by which you declare your product compliant with the emissions aspects of the EMC Directive? Request for Product Safety's Local Group transcribers (Secretary)
For those who are interested in a few words from the newly elected Secretary of National Product Safety Technical Committee (NPSTC), please read on. Many of you may who are in EMC, may also be in product safety. You may also be part of the local safety group within your area. I would like to start a Secretaries group listing. This request is not limited to just the transcribers, but to all officers and members who perform the secretarial duties of the local chapter. As the main focal point for interchapter communication and to promote interchapter exchanges, I would like to build a list of all the local chapters secretaries with the following information: 1) Chapter name 2) Name 3) Position 4) Work name/address 5) work phone #, work fax #, e-mail I am also encouraging the chapter secretaries to document their meetings and send them to me, fax or e-mail. The plan would be to collate the minutes of meetings for mass mailings to those that are on the list. Two things would then be accomplished. One, interchapter communication coming from a central point (no editing of the minutes) and second, start of interchapter exchanges if one chapter wants to follow-up with another chapter's ideas or events. Another objective for the NPSTC is to identify common interest, address PSTC newsletter issues and develop website options. Dear emc-pstc, A number of people responded to me, rather than the list so that I could consolidate the emails and pass them on to the list. As most of the emails contained the same information and to conserve space and bandwidth, I picked several to pass on, which are included below. If you would like me to pass on the others I will, just let me know. With all the information that was emailed to me, we were able to determine that following standards would probably apply to our product and the customers application: 1. UL 913 (for intrinsically safe equipment). 2. ANSI/UL1203 Explosion-Proof and Dust-Ignition Proof Electrical Equipment for Use in Hazardous (Classified) Locations. 3. Article 500 of the National Electrical Code. The product the customer was asking us about is a battery operated portable printer (To take a quick look at the product the customer ask about check the following web page : www.monarch-marking.com/products/6035.htm.). As Jacob Z. Schanker, P.E., said if you have to ask it probably isn't, and I agree with his comments on our product. What your customer was asking you was whether your product was suitable for use in a hazardous (classified) atmosphere. In this case, an atmosphere of methane, natural gas, gasoline, or butane, just to name a few of the Group D gasses. Petroleum plants and distribution facilities, as well as gas utility access areas are some examples where such equipment may be required. If your product is portable or is part of a process control system, then UL 913 (for intrinsically safe equipment) may be applicable. If your product requires the use of an explosion-proof enclosure to make it suitable, then UL 1203 may be applicable. There are a few other possibilities and Canada has their equivalent standards. Jim, You can get further information on Class 1, Div 1, Group D from Factory Mutual Research Corporation (FMRC) and from UL and CSA. FMRC both have wall charts giving information on what the various Classes, Divisions and Groups mean. I think FM's is better but then I am biased. Jim, Try National Electrical Code Article 500 Hazardous (Classified) Locations Class 1 is locations where flammable gases or vapors are or may be in the air in quantities sufficient to produce explosive or ignitible mixtures Class 1 Div 1 is as above due to 1) normal conditions, or 2) frequently because of repair operations/leakage/etc, or 3) breakdown/faulty operation Group D is atmospheres such as acetone, ammonia, benzene, butane, cyclopropane, ethanol, gasoline, hexane, methanol, methane, natural gas, naptha, propane, etc If your product carries a rating label with the above Class 1 Div 1 Group D rating and a NRTL mark, you can claim to meet this performance level. If not, I suggest to contact UL in Northbrook IL at 847-272-8800 to discuss evaluating your product. I used to work at Square D Co., which makes HazLoc electrical equipment, and was responsible for building an in-house hydrogen-air testing facility, plus testing with UL witnessing our tests for Listing. Jim: If you have to ask, chances are your products are not compliant, much less approved. A source for information is a safety approval agency such as UL, Factory Mutual, or CSA. Call them or check their web sites for free information. In short, Class I (roman numeral I) is an area where flammable gases, vapors, or liquids may be present. Division 1 is where ignitable concentrations of flammable gases, vapors, or liquids can exist all of the time or some of the time under normal operating conditions. Group D tells you that the gas in question is propane. To be compliant, a product must be designed, and tested by an approved agency to demonstrate that sparks, or excessive operating temperatures which could cause ignition of the gas, do not exist, and cannot exist even with a fault.
