It will still move, a motor with magnets will move slower since any EMF
generated will cause a large current (short circuited generator) that
counter-acts the movement, but the reaction is proportional to the speed
of movement, so at slow speed there will hardly be any counter-action
and the vehicle will still roll away, not be held by a short circuited
motor.
NOTE that this is only the case for motors with an active excitation
such
as a PM (Permanent Magnet) motor. Any motor without active field will
not
generate any voltage, so whether shorted or not, so you can turn an ACIM
(AC Induction motor) for example as much as you like, it makes no
difference if it is shorted or not.

I used the hand brake often while driving in The Netherlands
(same latitude as south Canada) and only had an issue once.
Remember that the time brakes will freeze to the rotors/drums
is when they are *wet* before parking. If you noticed that you run
through
something wet (puddle) before parking, you can drive the car another
block
with the brakes lightly applied (pull the hand brake until it starts
slowing down the vehicle) so it gets warm and the brakes dry, before
parking.

The one time I noticed was after a bright cold winter night, the car
would not move backwards, only "upwards". It had frozen on one side.
Jogging the car carefully back and forth cracked the drum brake loose
and I could drive normally after that.

from junkyard parts.

I use the hand brake on all manner of vehicles (yes, sometimes up north

the winter).  I do not find this to be a problem.  Is this just habit

on older vehicles?  I seem to remember having to jog some truck other to
get the rear wheels to turn, but I didn't quit using the E brake all
together and the problem was not chronic.

Another alternative is to turn your wheels so thy hit the curb.  You
need a
little incline for this.

Or instead of chocks you can swing a 4 foot length of chain around a
wheel
so it wraps into the crack fore and aft the contact patch.

When you're at -30 there is likely near zero humidity.  On the other 
hand, in temps from 20-30 there is much higher humidity and I would 
think brake freezing would be more likely.  It's only happened to me a 
few times.  I found that by rocking the car forward and back, gently, 
they eventually freed up.  Hard to do on ice, though.

I drive in a city like Fresco with steep hills.  My EV had a manual 
transmission where I park down hill, I would turn the wheels to the right and 
apply the parking brakes even in temperatures down to 33 below.  
If I park on a up hill street, I than turn the wheels to the left and apply 
the the parking brakes.  
In some cases I would not apply the parking brake when my tires are against 
the the street curbs.

What also helps, is to put the transmission in reversed gear on a down hill 
or in 1st gear in up hill.  In either of these gears, the overall gear ratio is 
over 15:1 or greater which will adds some resistance. 

The wheel chocks does not work so great, because I had to move the EV off 
the chocks to relieved the pressure and take a chance to retrieved them.

Another thing that could be done, is a mechanical mechanism to apply a 
locking key into the pilot shaft of motor if it has one. 

Do not use the brakes so much where it will heat up the pads.  I avoid 
using the brakes when coming to a stop.  This will allow the air to cool the 
brakes.

Medium duty trucks used to have drive shaft brakes that could be cobbled
from junkyard parts.

I use the hand brake on all manner of vehicles (yes, sometimes up north in
the winter).  I do not find this to be a problem.  Is this just habit based
on older vehicles?  I seem to remember having to jog some truck other to
get the rear wheels to turn, but I didn't quit using the E brake all
together and the problem was not chronic.

Another alternative is to turn your wheels so thy hit the curb.  You need a
little incline for this.

Or instead of chocks you can swing a 4 foot length of chain around a wheel
so it wraps into the crack fore and aft the contact patch.

There is an adapter plate with a parking paw in it which slots into a ratchet to
keep the vehicle from rolling.

Some factory conversions like the US Electricar
have added the shifter from the automatic gearbox version,
as well as the parking pawl that drops into the teeth on
the flywheel IIRC, the rest of the shifter is unused except
for operating a switch that tells the controller whether it
needs to move the vehicle forward or reverse (and it can
activate different regen settings for the different forward 
"gear" selection positions).

For a home conversion - I don't know. Carry a cobblestone to
place in front of the wheel?

Could Tesla have left Toyota for BMW?

Tesla previously had a partnership with Toyota, which produced a RAV4 EV.
That relationship is now over, but Tesla is still keen to work with other
major automakers, and vice versa. And now we can confirm that just last week
executives from BMW and Tesla had a sit down meeting to discuss and
strategize the future of electric cars. At the moment, BMW builds the i3 and
i8, but it is actively seeking to develop its EV technologies and Tesla is
perhaps the best partner to collaborate with.

However, Tesla is also speaking to other automakers in order to make new
friends in the industry. In other words, mainstream automakers are now fully
aware that EVs are here to stay. What’s more is that Tesla CEO Elon Musk
made clear that his company is not interested in protecting its technology
patents against others, just so as long as the technology is being used in
"good faith." So basically, Tesla is sort of outsourcing its technology to
help the world at large battle carbon emissions. Musk even made this clear
in a recent blog post: Tesla "can’t build electric cars fast enough to
address the carbon crisis…the world would all benefit from a common,
rapidly-evolving technology platform."

Say Hello To The First Of Many Classic Muscle Car EV Conversions

As patient zero of Blood Shed Motors, the classic pony car has received a
powerful electric transplant.

Lightning repeatedly vanquished the darkness like the angriest of strobe
lights and thunder shook the building, punctuating the clatter of a heavy
Texas rain on the metal roof as the clock ticked away the initial seconds of
a rare full moon Friday the 13th. It was then that the Black Zombie came to
life for the first time.

Beneath the hood of this rust-free 1968 Mustang fastback, a 289-cubic-inch
V8 no longer turns gasoline into heat, noise and pollution. As patient zero
of Blood Shed Motors, the classic pony car has received a powerful electric
transplant, and now boasts twinned Warp 11 DC motors and a pair of fresh
Zilla controllers that will serve as the basic blueprint for future
vehicles. Dubbed the Zombie 222 drivetrain, the setup will be limited to 750
horsepower in customer's cars to keep the maintenance experience low, and
eventually will draw power from a 40-kWh battery pack. In this first
example, though, the output is bit more extreme. For one day, at least, they
have the 1,500-kW-capable pack that powers the record-setting Swamp Rat 37
racer belonging to Don Garlits and a brief window of opportunity to try it
out on a track.

Blood Shed Motors is the result of a collaboration between NEDRA co-founder
John "Plasma Boy" Wayland, the man who helped bring electric vehicle drag
racing to the attention of the world with his unassuming White Zombie Datsun
1200 conversion and Austin, TX business man Mitch Medford, who've put
together a small team of experts in their chosen fields.

The plan is to build a limited number of muscle car conversions on
pristine early Mustang, Camaro, and Barracuda platforms.

that these electric motors put out and expect an antique chassis to hold up.
To help keep everything straight and under control in all driving situations
– these aren't meant to be quarter-mile queens only, but also enjoyable road
machines – the outfit has added subframe connectors and a unique motor
cradle that helps stiffen the front end, along with high-performance
suspension and other parts.

The next evening, the calender still read Friday the 13th as Black Zombie
did its first burnout on the asphalt of the San Antonio Raceway, ahead of a
couple shakedown runs. There had been no indication to onlookers that the
fastback on the track was anything other than what it appeared to be, so as
clouds of smoke raised from the spinning rubber, so did eyebrows. Where was
the deafening sound? What was powering that thing?

A bigger shock was in store, though. As the dragstrip's light tree went
green, jaws dropped as the front tires lifted and stayed off the ground for
the first 50 yards. A glitch momentarily cut power to the motors and the
Mustang seemed to settle. Wayland's foot was still to the floor, however,
and so when power somewhat unexpectedly came surging back, the front end
again came off the ground despite the 40 miles an hour of forward motion.

The car didn't set any records that night. That was not really the aim.
Besides, it was not really prepared to go a full quarter mile at
life-threatening speeds. (Something about someone who's name rhymes with
"pitch" forgetting to reattach a sway bar and no time for a proper front end
alignment.) Still, it reassured the Blood Shed bunch that they are on the
right track.
