I can see a few options.
1) Do a business time calculation with a schedule that indicates the
meeting times.
2) Use the WEEKDAY keyword and figure out how many days you need to
add to get to the next Thursday from today.
Both options have pros/cons.

I am in the process of upgrading our system from ARS 5.1.2 to ARS 7.0.01 by
installing 7.0.1 on a new server and exporting/importing from 5.1.2 to 7.0.01.

We are upgrading to 7.0.1 patch 001 and we are having issues with Email
Notifications.
Regular Outgoing emails are running fine, going through an smtp gateway.
The filter notifications are not going out???
Is there anything we can check? Anyone hear of this yet?

Try restarting the application. Once the ARS 6.3 Patch 20 was applied, we
also ran into the same issue. Its only after restarting AR Server, we
noticed that they are behaving in accordance with DST 2007 changes.

I actually think I was duped by my server team.
I just did a test on our dev box (Windows 2003 server) and I moved the
clock on the server to March 11th 1:59 AM.
For the new DST to have an impact on this server, right when it hits
2:00 AM the clock should jump to 3:00 AM.

as 5:21 while the User Tool shows up as 6:21 as

21 of last year, so it is supposed to be a year off because the DST

Everything looks good in the authentication department. I would like to
blame it on the firewall but I don't think that is the issue, the email
engine and ars are on the same physical server, and we can communicate
through the specified ports. Another server is the exact same config

3/11 so when we simulated a change in our server's date and my local
machine's dates after 3/11 I noticed the dates were correct.
