Restart of the email engine uses the cache, restart of the server doesn't rebuild the cache...so you are likely correct that the cache was out of sync with the data...the fix for that is to do a arcache on the user table...this dumps the cache table and reloads it from the User formhow it got

Joe, I don't know if it's your case, but once my users were having slowness anytime they save a request in which a diary field was modified (if no diary field was modified, no slowness). The issue was an Oracle parameter. If it's your case, I can try to find what parameter it was...
