YHK, The standard Notify action supports setting the Mailbox to use for that notification. (Messages Tab, 'Mailbox Name:' field) the 'Mailbox Name:' field can be a field reference. So workflow should be able to decided what Mailbox to use for the notification before the Notify action. -- Carey

We found the solution with the help of BMC Support. Apparently, there is a bug in the installer when you perform an upgrade from 7.0 to 7.1 for the Approval Engine. The filters used in AP:Notification have changed from using the Instance ID which in 7.0 was linked to the name of the approval,
