The standard Notify action supports setting the Mailbox to use for
that notification. (Messages Tab, 'Mailbox Name:' field) the 'Mailbox
Name:' field can be a field reference. So workflow should be able to
decided what Mailbox to use for the notification before the Notify
action.

engine isn't sending out emails. We have customized the messages in
SYS:Notification Messages, but it was done by updating the SYS:Form Fields and
such without customizing anything but the Filters

We found the solution with the help of BMC Support. Apparently, there is a bug
in the installer when you perform an upgrade from 7.0 to 7.1 for the Approval
Engine.
The filters used in AP:Notification have changed from using the Instance ID
which in 7.0 was linked to the name of the approval,

heading. I think you will need a custom css file to do this.
Unfortunately I have not had much luck using custom css files myself.
