Some other workflow is calling the PERFORM-ACTION-ACTIVE-LINK run process
command. In the ITSM apps, this usually happens from one of several visible
buttons to a common hidden button to drive workflow. There are lots of
hidden buttons that are pressed this way.

So if you were interested in trying to manually fix the arsystem
script then I think you want to do something like this:
CONFDIR=/opt2/bmc/ARSystem/conf
However since the installer failed to correct the arsystem script's
installation variables you may need to also correct other values

Others probably do not have permissions on these.
Ask for sudo to your root admin on the install script

I see. In that case, I would lean toward creating a separate form that you
push to to trigger the web service call. That doesn't require you to customize
the Help Desk form at all beyond adding a filter to it to do the push in the
right circumstances.
