METRON-1004 Build improvements are in master

METRON-1004 was made to address several issues we were having with the Travis builds. Specifically that the builds went on too long. After the merge into master, builds should be more consistent, stable, and take about 25-30 minutes. Please merge master into PRs if you are experiencing issues
