I think you can either:
- Use the OSMXAPI to query a bbox, filtered by the "name" tag. If you
haven't, please check the wiki for info on OSMXAPI.
- Download a planet extract, put it in a local DB, and use it for your
searches.

They are in two separate layers, which are stored in two separate GML files
(or WFS-T live connections). I don't think most GIS software would allow
sharing topology between layers.
