Use EZ CD Creator and before you drag the server folder into the project, highlight the CD label in the lower left pane. Select File-Properties and change filesystem on the fron tab to UTF. Don't change anything on the File System TAB, just the front (initial) tab.. Then drag and burn as normal.

Yes there was a previous SRS on this server. I am also sure uninstalling exchange and demoting this domain controller (it's a backup server - no mailboxes), renaming the server and reinstalling exchange will allow me to create a new SRS - but I'd rather know the cause resolution.
