Another thought...is there a character style with an as is setting for the
change bar? I've had some fun recently when I couldn't get things to work

Yes, there is:
Select Table Custom Ruling and Shading
Click an existing ruling style
Click the Edit Ruling Style button (You can change the name if you like)
Change to whatever color you need
Click Set
In your table designer, select the ruling line you created.
