First of all, the described behavior then is different from the 2.0.9
version. There it was that if you crossed the limit once (more than 13
cities) you got one unhappy citizen. But if you crossed the limit again
(26 cities), nothing happ

The fuzzy process correctly caught the spy text change, but the diplomat was
too different. Hand built the fuzzy translations.

Essentially this in Fedora bug. If you checkout the sources
from SVN and do all configuring it compiles.
The problem is in compartibility of configure script
and the Fedora autotools.

On IRC a number of errors were reported in compiling gui-sdl on beos
with gcc 2.95.
This patch should fix the problems in the gui-sdl code.
Most errors are simply caused by declaring variables mid-function. This
