An alternative for linux is an appimage. The latest come with gmic installed.

You are not doing anything wrong, many (most) of Arakne's plugins are not
compatible with gimp.org Windows Gimp 2.10 version of python.
Works ok in linux, works with the partha version (although looks like problems
with menu icons on that 2.10.8 version )

Looks like it was reported a year ago. The anti-aliasing toggle does work for
me in Gimp 2.8.22 (kubuntu 16.04)
but not Gimp 2.10.4 (kubuntu 16.04 flatpak)
I think I will update that bug report.

This is a problem with a 'clean' installation of Gimp 2.10.4 in Windows.
A comparison of the Gimp 2/bin folders 2.10.2 contains libenchant.dll while
2.10.4 contains libenchant-2.dll
