Steambans works ok. We use it, and have caught about 10 people probably. The
trouble is that there is no easy way of submitting bans since a demo video
has to be taken of the offender to prove that they are, in fact cheating.
But it's not a bad resource to use if you want to avoid allowing

Typically with unreal engine servers the ini's are created the first time it's
run. If you look in the system folder there is a batch file that will launch
the server and it then should create the ini.
