One thing I do to help the 'out of scratch stacked volumes' issue is to 'normally' have the reclaim threshold set to 20-25%. When you run into a low scratch situation you can increase the reclaim threshold to 40-45% and that (in my case) gets me enough breathing room to order more carts.
