Ok, partly answered my own question. The developer figured out that command+DownArrow reveals this menu. Why I can't discover the menu using VO is still an issue since who would think to try and command+down if VO didn't say there was a drop down menu. I've put an email in to Apple

I just tried that, and the same thing happened. I saw the progress, followed by the network connection was lost, and a reload button, which I activated. It now shows the file, which is nearly 60mb, as having successfully downloaded even though it is only 15k in size, clearly a failed download.
