Ok, partly answered my own question. The developer figured out that
command+DownArrow reveals this menu. Why I can't discover the menu using
VO is still an issue since who would think to try and command+down if VO
didn't say there was a drop down menu. I've put an email in to Apple
To start Narator is command u, as in Windows 7 to start Narator is windows key
U. If you want to run it then windows r type Narator.

I have not, I really like Safari for the most part and don't even have Firefox
set up. I might have Chrome, I'm not sure, and I'll give that a try. Downloads
usually go well, but when an unstable connection is involved, Safari seems to
have more trouble than Firefox on Windows does.
