Thanks Anders. You asked a good question. Its a Logitech K800. I had in fact swapped the option and command keys. This works as expected in both macOS and the Windows VM. But I tested and did a cold boot and used the control and command keys as the VO keys. Interesting, that did work.

Wait! Not so fast here. Some tips that will make reseting much less of a pain. 1. First, back everything you can from your Iphone in to Icloud. Do this off the main settings window. 2. Now, reset your phone. During the reset process, you will be offered the option of setting your phone

Yes, but the settings that are cuasing the problem will get resored right along with everything else. Resetting settings is not something I've done before, so I don't know if it wipes out mail, calendars, and the rest. Still, calendars, contacts, reminders, and all that (once set to iCloud)
