#167 -- this wouldn't need the AlreadyInstalled module.

I would also imagine that without the web interface, we would be limited to
talking to the GDS under a single username/password (i.e., the owner of the
appspot), which is also undesirable.

I believe IU and Sun do similar things (although our MTT setups are quite
different from each other, I think we have all separated the
get/install/get/build stuff from test runs).
