We were part of a University who spent lots of money on Microsoft (in EDU
terms anyway. Microsoft almost gives things away to the EDU space.) But,

the monitor number attached to it because I got tired of wasting time

We're on 3.2.7s. However it does look like I can specify an interface on
which the DHCP scope can be activated. Cunningly called "Default Route".
Looking at the docs, the Default Route is the internal IP address of the
firewall interface to which the DHCP scope will be applied.
