I haven't found anyone listing 16 packs. Best prices on 8 packs seem to be identical to the best price of two 4 packs, at about $8 per 4 pack. (Thomas Distributing has 4 packs at that price, and I know they're reliable). I'm not sure what Paul's comment of three dollars per battery means
