A 16 x 20 at 240dpi would have to be 3840x 4800. That's increasing the
dimensions by almost 3x - don't know how well PhotoShop would do that.
FotoFusion does a great job up-rezzing. Depending on which version you

consider stepping to be a good method. For normal upsizing a straight Bicubic
Smoother interpolation compares very favorably to a fractals job as well.
