I always found it fascinating that the CAD tools I use for large scale
subjects (ie facilities, plant wiring) had better resolution and tools for
accurate drawing than the stuff I use to design fidget sized 10mil pitch
projects
I also liked the fact that ACAD can draw a 2D drawing of the so
International Rectifier has some app notes on it (AN-1012 comes to mind)...

Yea, most of the cheap cards I see are not PCI compliant. We have a cheap vid
card that works OK in 32/33 but in a 66Mhz slot it gets a bit weird...even
though the PCI interface is rated for 66Mhz.

The way I generate tabbed panels with mouse bites is a combination of ACAD
and Camtastic. I have a Protel lib part thats the layer info and NPTH holes
for snapping to the imported DXF in Camtastic. I keep the spacing of the
mouse bites consistant and copy them to the DXF arc centers in groups.

I've seen this happen with both Multilayer and top only SMD...just happened
to me yesterday...
Best way to find it is to look at the report (menu - Reports - Board
Information - then generate the report by setting to all). You'll see a
heading for non-plated hole sizes like so:
