I agree with Bob K that every load on a bike will affect handling somehow. Which compromise we settle for boils down to personal choice. On my Riv Road, a modest (~15-20 lbs) rear load gives the bike a "tail wagging the dog" problem. That same load in a front rando bag gives ponderous steering.
