If you really want to continue to use the phone as the connection to the internet then what I would do is. I’d get a wireless Ethernet router. That’s a router with Ethernet connection Wan side and normal lan / WiFi onnthe private side. Then I’d plug a Wireless Access Point configured in client

And it’s not a networking issue in Raspbian more a lack of routing software in Raspbian What you are trying to do is in effect make the Pi act as a router. The default Raspbian doesn’t allow for that. It’s ability to work with 2 network interfaces is similar to having a LAN and WiFi on a laptop.

Sounds like he’s rug the Pi as a router between LAN and WiFi. As others have said LMS will bind to one address. The use case isn’t described so almost impossible to answer except one point. It’s easy to set a static or reserved ip on the LAN side. You can reserve via whatever is running dhcp
