Weil Du an einer Anlage von außen nicht sehen kannst ob es sich um eine
Insellösung oder einen Einspeiser handelt. Es ist nach Deiner Theorie zwar
damit zu rechnen das die meisten Anlagen am Netz laufen. Du gehst dann immer
von einer Vermutung aus und nicht von einer

Wenn Du die Relation hast, kannst Du per Rechtsklick alle Mitglieder der
Relation herunterladen.

Ich würde mit JOSM das ganze Gebiet laden und dann filtern.
Wenn das zu viel ist, direkt von der API holen, mit entsprechender Bounding
Box und Attributen.
