It depends on what GPS app you will be running on an iPod Touch. Something like Navigon has all of its maps loaded onto the iDevice, therefore no internet connection is needed. Other GPS apps, like the sometime-to-be-released Seeing Eye GPS app from Sendero will require an internet connection.
