A couple of things to remember. If you are walking, your arm has to be moving. On the treadmill, for example, with your hands on the rests, the watch doesn't know you're walking. With a shopping cart, the same. When I tread I keep my phone in my pocket so I can have my hands on the grips.

Hello, Auto Speak determines whether the content of a complication is automatically read when you wake up your Apple Watch. Normally on waking up your watch the time is announced. If you enable Auto Speak for a particular complication its content will be read after the time is announced.

For things like the time the watch doesn't need any connection. I guess people who don't want to spend the extra $100 and who generally have their iPhone along the cellular option is not important, you also have to remember that if you want your watch on cellular you typically will be charged
