As a last suggestion you might want to call Apple Accessibility and see if
they have any suggestions. I doubt that upgrading to iOS 8 will remove the
restriction. Do you have a passcode on your iPad Mini to unlock it, if so
maybe try entering it to see if it gets you into restrictions.
No, the upgrade process will not override restrictions. The only way past the
passcode is a full factory restore that will delete all data. This is for
security in case the device is stolen.

left in order to double tap the menu button. You do this when you want
