So, I often find myself doing outreach related to enwiki before large
groups, and while I have no interest in becoming a sysop, could really use
the Account Creator permission.  Is there really no page to publicly
request this?  The instructions cited below, taken from here[1], suggest
so, but that just feels broken.  I don't like the idea of privately
reaching out to some admin for this permission.

Here are two announcements and one request from the Participation Support
Program Committee (formerly the Participation Grants Committee) and the WMF
regarding the Participation Support Program (formerly the Participation
Grants Program).

==A note from the Participation Support Program Committee regarding the
Participation Support Program's name change==

In order to better comply with US tax regulations that affect the Wikimedia
Foundation, we must change the name of the Participation Grants Program
to Participation Support Program to more consistently reflect the nature
of these transactions as reimbursements rather than grants. This will allow
WMF and WMDE to continue to administer this program without imposing
additional burdensome technical requirements on recipients of these funds,
while still keeping us in compliance with US regulations. We will not be
changing this program substantially or procedurally: we are only naming it
more accurately.

==A related note from the WMF grants team regarding funding participation
in Wikimedia-organized events==

The Participation Support Program (a partnership between WMF and WMDE
distinct from the WMF Grants Program) will not fund individual
participation in Wikimedia-organized events (defined as events organized
by Wikimedia chapters, the WMF, or other Wikimedian groups). However, WMF
is likely to fund participation in Wikimedia-organized events when the
event organizers apply for funding through the WMF grants program.
Therefore, individuals seeking funds for participation in
Wikimedia-organized events should apply through the event organizers during
the planning stages of the event so that the organizers can budget
appropriately to cover these costs.

This note applies especially to event organizers and to individuals who may
apply for funding to participate in Wikimedia-organized events. Our hope is
that these guidelines will streamline this process for event organizers and
attendees alike and that we might avoid duplication of efforts and
excessive administrative burdens for all.

[Wikimedia-l] FDC Nominations are open

Hi, everyone.

As you probably know, we have been discussing the creation of a new Funds
Dissemination Committee (FDC)[1] across the movement for several months
now, following the board resolution[2].

Now is a good time to start collecting potential nominees to serve on the
future FDC, as we hope to select members by late August, and to have a
working committee some time in September.  Following the second Advisory
Group meeting[3], the draft proposal[4] is coming along, and you can read
it to get an idea of what the FDC will be tasked with, and what kind of
work and background are expected of its volunteer members.

==Why you'd want to volunteer with the FDC==

* you will be reviewing proposals and making recommendations about the
effective spending of millions of dollars, shaping the direction of impact
of a significant portion of our movement's financial resources.
* your decision-making will be supported by professional staff tasked with
a lot of the decision-supporting information gathering, summarizing, etc.
* you will gain valuable experience in grant-making, project evaluation,
and planning on a global and multi-cultural level.
* you will be working with 8 other great and dedicated individuals from
across the movement.

==Why you might not want to volunteer with the FDC==

* The FDC will commit to, and enforce, a high standard of participation,
and you may not be ready to seriously commit to a high level of
participation for at least two years.
* The FDC's work will be conducted in English, and even with maximal
support and summarization from staff, you will be required to read a lot of
text in English, and to make your contributions in English.
* You don't meet the membership criteria[5], or you're confident other
candidates are better qualified or positioned to serve on the committee.

[Wikimedia-l] Grant Advisory Committee Expanded

Hello, everyone.

I'm pleased to announce that we have significantly expanded the Grant
Advisory Committee (GAC)[1] as of today, and it now numbers 30 volunteers,
following an open process and public calls for volunteers.  The updated
list of members is here[2].  With this expansion, we hope to achieve a
higher degree of community participation in the Foundation's evaluation of
grant proposals for its Wikimedia Grants program[3], as well as more
diverse feedback and advice for grant applicants on how to refine their
proposals for best impact.

The GAC was set up almost exactly one year ago, and has been quietly doing
what is frankly a thankless job.  I applaud and thank the volunteers who
have done this work so far, and look forward to easing their load a little
now that the GAC is larger, considering an expected rise in the number of
grant proposals they would be called upon to review.

Welcome to the new volunteers, and may we all have much success in
fostering innovation and impactful mission-aligned activities through the
grants program.

Thanks for the welcoming note.  As others have noted, we have not required
all members to identify to the Foundation, and those that are identified
are so in other capacities.  As Katie and Nemo pointed out, GAC work is all
done in the open on Meta, and no personal information or actual money is
involved, so it is not felt necessary to require identification.

Furthermore, it is hoped that the open nomination process gave ample time
to express concerns, publicly or privately.

So we take the wiki way, which is to trust people in their chosen
identities to the extent practical and permissible by law.

That's right.  We should probably send a reminder/refresher to all chapters
and groups about this.  The address does appear in the [[wmf:Trademark
policy]] page.

And for further clarity -- WMZA need not be a party to the trademark
agreement, if it doesn't make sense.  The city of Johannesburg, or whatever
subsidiary body is actually producing and placing the plaques, is the
entity that needs permission, and the one that should seek it.  (WMZA can,
of course, help and advise!)

[Wikimedia-l] Provisional Wikimedia Kenya no longer a chapter

Hello, everyone.

I would like to inform you that the group known as Wikimedia Kenya is no
longer a provisionally-recognized chapter of the Wikimedia Foundation, as
its provisional recognition has expired, and the WMF did not extend it.

We encourage the Wikimedians in Kenya to regroup and make some plans for
activity, and then to affiliate with the movement as a Wikimedia User Group
(a model not available at the time the group was provisionally recognized
as a chapter).

That's correct.

And to Mike's second question: the group is not _barred_ from seeking
recognition as a chapter once more.  It can do so at any time.  As things
stand, though, the group does not meet AffCom's criteria for chapters, so
if attempted right now, the group would not attain recognition.  That fact,
combined with the availability of the User Group model of affiliation,
seems to suggest an easy low-commitment path for the Kenyan group to
develop.  As Bence pointed out, a successful Kenyan WUG could well be the
basis for a future chapter.

originating in Jewish religious law[1], roughly equivalent to defamation or

press.

[Wikimedia-l] WMF Grants Program Retrospective 2009-2012 published

Dear friends and colleagues,

Another component of the Wikimedia Foundation's increased focus on
grantmaking is now ready for discussion: it is a retrospective report on
the history, evolution, and processes of the Wikimedia Grants Program (the
Foundation's first, and until fairly recently only, grants program).

We were interested in an independent report by someone with a good
understanding of wikis and our shared values, and chose a local Wikipedian
named Kevin Gorman (User:Kevin Gorman), active on English Wikipedia, who
has volunteered in the Wikipedia Education Program and also had an (unpaid)
internship at the Foundation office in San Francisco for a few months in
2011.  Kevin was paid our standard contractor wage for his work on this.

 processes where we are not granting chapters and others organizations the

 to refer to the sensitive issue of the staff voting for their bosses..


That's a very good point, and I think the chapter board members and staff
definitely _should_ be given a voice _at least_ in the FDC elections.  I
leave it to the Elections Committee to propose solutions.

[Wikimedia-l] The one-employee secretariat model

Yes, this model clearly works in some countries and for some non-profits.
 It has also been working for some Wikimedia groups, e.g. WMPL.

However, it is not obvious that this model is what all (or even most)
groups are looking for (judging by grant applications and informal
conversations I have had with many groups).  I would be willing to consider
funding such a position on a part-time basis (say 3 days a week) if a group
presented a compelling case for the need for such a person.

In many cases, the secretary is paid with sponsorship and membership
 fees.

 The Wikimedia Foundation seems to be in a good place to ensure that this
 need is met for chapters in need of a full-time staff person. A little
 seed money. What needs to happen in order to ensure requests like this are
 met if membership fees and sponsorships aren't sufficient?


The Foundation is indeed in a good place to fill this need, where it
exists.  I think very few groups have been able to demonstrate the need for
_sustained_ support of this kind (i.e. not the two afternoons needed to
finish some particular report, but actual ongoing labor of the order that
would require such a position).  Again, I am happy to discuss this with any
group, on any channel, including privately if they prefer (I prefer public
conversations).

For example, in the context of the recent FDC proposals, WMCZ's staffing
plan[1], assuming that student could be a *part-time* employee, could
certainly have gone through the Wikimedia Grants Program (NB: not the GAC
-- the GAC is the advisory body to the Wikimedia Grants Program), as in
WMCZ's case, I am aware of a relatively large amount of administrative work
around reimbursements, related to their two current grants.

A case will still need to be made for such positions, each and every time
-- we can't, and shouldn't, assume that this model is a panacea, so
requests like this will be met wherever they make sense, in terms of both
need and capacity (unfortunately, retaining paid help has a non-trivial
up-front cost in time and planning, and the capacity to put in that time,
responsibly, needs to be there for us to approve such a position).

1. The Wikipedia Challenge competitions were not community initiatives;
they were Google initiatives.

2. Agree with Nemo about tools' importance.

3. I'd call out the Tamil Wikipedia Media Contest: great return on very
modest investment (of funds); and the Malayalam WikiSangaMotsavam, a series
of community and outreach events around a big community gathering, that
correlates with a noticeable rise in active editors in MLWP.  Both are
community initiatives supported by WMF grants.

[Wikimedia-l] Let's report and learn from non-successes (more often)

Dear colleagues,

I wanted to remind us all of the importance of learning from when our plans
and efforts don't succeed, whether due to mistakes or just an experimental
hypothesis turning out to not be the case.

We at the Wikimedia Foundation have had such an experiment a few months
ago, and an idea we thought had potential turned out to have none of the
hoped-for impact.  We wrote it up and drew some (I think) interesting
learning points from it, including possibly next steps for those who may
want to experiment along similar lines.

Hi, Nemo.

Certainly, this was an ENWP experiment, and it's not unreasonable that
there would be no learnings for other projects.  The post's audience was
absolutely anyone in the movement who may care; after all, anyone can
replicate this experiment or something like it, in other countries, other
languages, etc.  We used community tools and no magic.  I'm not sure what
question you consider unanswered on that link.

To be precise, the facts do not show that.  They show the CAPTCHA is

Evidently, large parts of the PTWP community remain convinced that the
downsides of not having the CAPTCHA (easier vandalism? admin workload? --
I'm not really following that debate) outweigh the upsides.  You (and I)
may well disagree, but let's recognize that this depends on our _judgment_
of priorities.

Whether or not an editing community's mandate for self-governance should
extend to the right to make such a fundamentally anti-wiki measure as the
emergency CAPTCHA feature a permanent one is debatable, of course.

Thanks for sharing your thoughts!  I'm not quite sure I follow your
thinking though.  With that in mind, I'll offer some statements from my
perspective:

1. I don't think we expect anyone to be perfect.  _We_ certainly aren't
perfect...
2. I don't think we incentivize complete spending of grant budgets.
 Underspending is not only acceptable, but often congratulated -- look at
our responses on reports with underspending, and you'll find we often
congratulate grantees on frugality and economizing.
3. Spending does not have to be precise; we allow a 20% variance in smaller
grants, or a 10% variance in larger grants.  That should be enough for a
reasonably-planned grant.
4. The best-laid plans of mice and men[1] often go wrong, we recognize.
 That is why grantees can submit a request to change the budget _during_
the grant's execution.  Take a look at a funded grant, e.g. [2], and you'll
see a handy button called Request changes to budget.  We generally
approve these requests, because they're generally reasonable.
5. The best advice I can give grantees, present and future, is: talk to us!
 Share your doubts, fears, and uncertainties with us -- we're here to help,
and, like you, we want to promote the Wikimedia Mission.  We don't like
paperwork any more than you do! :)  In my observation, the most unhappy
grantees were those who did not seek advice or help, or did not communicate
about difficulties or unexpected events in real time.

Finally, I appreciate your honesty in saying you don't feel you'd be
willing to put in the amount of work the GAC requires.  That's certainly
better than signing up and not doing anything! :)

 faith approach, and it attracts typical content providing persons.

 i used imperfect people, core wikipedia people and typical
 content providing person in the last paragraphs, which probably needs
 a little explanation. wikipedia is built traditionally by imperfect
 volunteers, error-prone, partially educated, school or university drop
 outs, poor in project management, time management, financial
 management, constantly failing, redoing, miscalculating. the current
 process specifically targets these people with great accuracy and
 punishes them. it attracts a different type of person, and with it
 risks wikipedias lifeblood: the contents. the contents attracts
 donors, and it's the heart of the money flow. like you i would love to
 see that angela merkel, barack obama or bill gates edit wikipedia -
 but up to now they did not show any sign of having enough time for it
 :)

 have the space in the printed book or the expertise to write these
 originally, but covering all of Wikimedia was always part of my ideal book.

 Also, the figures are not in Wikibooks. While I will work on uploading the
 originals (it will be slow), I don't have all of them in a good format, and
 most of the screenshot-type figures need to be redone anyway. I'd love help
 with this.

 Of course, one of my great joys about the printed book was that it was so
 nicely produced; the publisher, No Starch Press, did a fantastic job of
 layout and the book itself is quite high-quality. For those who want that,
 the print book is still available for purchase; but making the Wikibooks
 text pretty should also be a goal (the current text was cut  pasted, so
 there's a lot of formatting that needs to be cleaned up).

 I know this has been a long time coming; that's my fault! This has been a
 side project for us for many years, and I was happy to recently find some
 time to work on it again. It's my hope that the book is still useful, and
 that we can make it more useful still for the future. (There's also a new
 website for the book at http://howwikipediaworks.net).

When one reads the links offered by Pavlo, the picture is clearer.  The
board is trying to suppress on-list criticism with this step, claiming
people (no doubt including Pavlo) are trolls and spammers.  I think we
all know things are often not black and white, and that accusations of
trolling are sometimes used by people to brand legitimate opponents (and
sometimes people really are trolls).

I can't presume to know whether Pavlo is a troll or not, or what the
subtance of his criticism is, and how justified it may be.  WMUA's current
leadership elected to (try to) halt the debate rather than face the
criticism (no doubt they have engaged in multiple previous rounds as well),
and we can assume the WMUA membership will judge their action as they see
fit.

But let's not pretend this is a question of a sudden need to set up a new
mailing list.  That's not what this is about.

[Wikimedia-l] The next Wikimedia Conference (AKA Chapters' Meeting)

participation of Foundation staff, FDC Members and WMF Board Members -
including all lodging, travel and non-conference meals.
*To enable more chapters to offer their city/country as the hosting entity,
the Foundation has made the decision to financially support the hosting
expenses for the Wikimedia Conference itself; to include the cost of the
main conference venue and miscellaneous meeting rooms, the cost of internet
access at that venue, the cost of meals provided at the conference venue
during the conference for all participants and any group ground transit
needs related specifically to the meetings at the conference.  Additional
reasonable/miscellaneous costs may also be covered per discussions between
the hosting groups and the Chief of Finance and Administration at the WMF
offices in San Francisco.

We look forward to any and all input and suggestions as we work together to
refine the planning and execution of the annual Wikimedia Conference.

I'd say be bold and start drafting.  Many people respond to a flawed (or
at least improvable) text more readily than they do to an open invitation
to contribute.

I, for one, share your perception that NPOV is a problem on some (perhaps
most) Wikipedias, and think it'd be a good idea to bolster NPOV with a
Board resolution.  Not because it would instantly solve the problem, of
course, but I see its value in supporting those editors who'd fight to
uphold NPOV.

Are you or any other Wikipedians in touch with them at all?  If not, it
might be a good time to get in touch, congratulate them on this decision,
and describe the ways the Wikimedia community (not just in Korea!) can help
get more exposure for Korean heritage and art via articles and
translations, and also (perhaps) to contribute corrections to metadata,
photo captions, etc.

amount of metadata in Dublin Core.  See here:

That is no doubt true for major media corporations, but a lot of the uses
of the old logo are by born-digital outfits, where I fully expect the

relayed by Amir.  To my mind, the fact it is a logo justifies it.

Also, thought experiment: suppose a certain laborer-abusing
gadget-producing company, say Elppa, changed its logo last year; suppose
it reached out to the community asking to replace our hosted version of
their old logo with the new one, because the media keeps getting it wrong.
Would we not accommodate them?

[Wikimedia-l] Alexandra Wang joins the WMF Grantmaking team

Hi, everyone.

I'm thrilled to announce that as of last week, WMF's new Project and Event
Grants (PEG) Program Officer is Alex Wang.  She will be supporting the PEG
program's scaling up, and will enable us to offer our grantees a much
higher level of support in project management and frequent check-ins during
grant execution.

She brings great expertise in project management, event planning, and
grantmaking in the non-profit sector, including much experience in the
developing world.  Before joining Wikimedia, she worked with the
ClimateWorks Foundation and the Energy Foundation, in sustainable energy
projects in India, Europe, and China.  (She's fluent in Mandarin.)

When she wasn't setting up non-profits from scratch in India, she could be
found practicing and teaching yoga, installing solar panels in rural
maternity clinics in Nepal, and taking photos in precarious situations
(mostly while mountaineering and backcountry skiing)[1].

In 2003-2004, she could also be spotted riding a pony around Ulaanbaatar in
her quest to study the development of the Morin Khuur (upright two-stringed
violin[2]) along the Silk Road[3].

We are very excited to have her join the WMF Grantmaking team, and look
forward to improving our ability to serve the needs of applicants and
grantees alike.

months, which is about 0.4%.

That (along with the easy-to-measure and already known sheer quanities of
photos generated) seems to me to be the most robust number to use in
evaluating WLM (and comparable) funding requests.  0.4% may be considered
worthwhile or not enough, depending on local contexts, so I'm not drawing a
universal conclusion from it, just noting it.

I've started voting, and I've had to stop to express my thanks and
admiration for the _fantastic_ experience provided this year.  I'm sure it
was a tremendous amount of work -- it's really appreciated!  Everything is
neat and responsive, the announcement comes when the information is already
localized to quite a few languages, and the whole thing is just
tremendously appealing.

So thank you, everyone involved with all aspects of making this the
awesomest POTY experience ever, right from the start.

I guess it isn't, and it seems to me it should be.  But I'm not a
researcher, and I leave it to the research community to figure out if this
is an interesting metric for them.  I can tell you it's an interesting
metric to _me_, because making 1 edit some time within six months of
registration is _much_ less meaningful than making at least 5 edits a month
(which is the active editor definition).

(I note that https://meta.wikimedia.org/wiki/Research:Active_editor is not
in the above category, and is also not defined on Meta.  Once again, I'm
not taking it upon myself to fix those pages, as I feel they are !owned by
others.  But it behooves us to get these a little more aligned.  CCing
Dario and crossing my fingers.

 Are you sure that's not because the banners are poorly suited for what you
 want to achieve? The create account link is hidden, the fact that the
 banner is trying to entice you to join and contribute is not obvious, it's
 content is similar enough to the regular fundraising banners that people

 It seems... obvious that those banners would not ultimately be very
 effective in converting readers to registered users, but I wouldn't use
 that as a basis to dismiss the entire idea of outreach campaigns. Certainly
 the WMF iterated the fundraising presentation many times before finding
 highly effective methods.

 So, as has been suggested on this list before (by me, and others), maybe
 you should run a separate outreach campaign, with actually useful and
 targeted banners, and not make it an exhausting carry-on of the fundraiser
 or indistinguishably similar to fundraising banners.

Yes:  re Webcite, at the specific request of community members, I responded
on the [[m:Webcite]] discussion and commented on the prospects of a grant
(making clear that the Webcite operator may apply for one).  A grant
application was never submitted, and it appears the immediate need has been
addressed in some other manner.

And re the Internet Archive, shortly after the recent fire at the Archive
in San Francisco, concerned community members urged us to look into whether
the Archive needed help.  We did.  There was no such need.  It seems the
Archive is doing okay with its own revenue model and institutional
supporters.

 and, at the moment, without a
 miracle (or hard work, but I assume the most of our movement is used
 to miracles, not to hard work), the trend will continue. Contrary to
 that, number of readers has increased. Unfortunately, in this case a
 miracle is not necessary for that trend to end.

 * If we count languages with relevant statistics for editors per
 million, the top of them belong either to the highly motivated
 communities (Hebrew), either to the rich countries with harsh climate,
 which makes writing on Wikipedia as a good fun (Estonian, Icelandic,
 Norwegian, Finish), either to the community which belongs to the both
 categories (Scots Gaelic). And it's around 100 users per million.

 If a community has 100,000 of speakers, it would mean that the
 community would have 10 editors with 5 or more edits per month. In the
 cases of the languages with 10,000 of speakers, it would mean 1 editor
 with 5 or more edits per month. That won't work.

 I'd say that Scots Gaelic could be a good test (Wikimedia UK help
 needed!). It's a language with ~70k of speakers and if it's possible
 to achieve 100 active editors per month, we could say that it could
 somehow work in other cases, as well.

 * Besides preserving languages and cultural heritage, we want to have
 useful information on those Wikipedias. That's a tough job for many
 communities because of various issues: from the lack of reasonable
 internet access to the inherent cultural biases.

 But we have some tools -- Wikidata as the most important one -- to
 create a lot of useful content.

 But the entrance level is very high. Editors have to know to use
 computers well, as well as to think quite formally. That's serious
 obstacle in areas without well developed educational systems.

 * Good news is that we have chapters in three countries with a lot of
 languages: India, Indonesia and Australia (though, it's about very
 small languages in Australia; though, Australia is much richer). So,
 we have organizational potential.

 * There are, of course, a lot of other issues. Many of them, actually.
 But if we wouldn't start, we wouldn't do anything.

 * * *

 As you could see, I wrote this not as a kind of plan, but as the set
 of open questions. I'd like your input (first here, then on Meta):
 What do you think? How can we start working on it? What do you think
 it would be the most efficient way? Ways? Any other idea?

 I'd call you to give wings to your imagination. To be able to solve
 that, we need bold ideas. At the other side, I'd appreciate people
 with more organizational skills to give their input, as well.

I will just add that I agree [content] Quality is a strategic goal we have
made little systematic progress on (much progress was made in sheer
coverage, of course, e.g. via funding and support for content-centered
initiatives such as writing and photo competitions).

In the Grantmaking department, we are definitely interested in ideas and
proposals to improve (and measure) quality of content on the projects, and
not just of outside assessors, but also internal approaches to assessing
quality (serving different purposes, to be sure).

I encourage those with concrete ideas to propose something, perhaps in the
IdeaLab[1], for further development and refinement.

Wikipedia?

I vaguely remember coming across some, but don't remember the details.

I'm thinking about things like how to identify bias, how to distill the
argument from a paragraph, what are weasel words, logical fallacies, etc.

  impossible. In the course of dealing with the registration process of
 WMBD,
  I learned that less than 5 applications for registration as societies get

  It gives us a great sense of achievement that we could uphold the
 Wikimedia
  movement volunteerism spirit with passion, integrity and professionalism

  greater Wikimedia Movement. We organized some excellent programs,
 workshops
   meet-ups with our limited resources during this time period. This

agreed to work with) in doing so.  We are doing our job.

Also contrary to what you say, we are yet to approve a proposal against
which the committee has develop[ed] consensus.  Take another look at the
examples you brought yourself -- one oppose vote in a committee of 28
does not consensus make.

I appreciate the flexibility of GAC's process but apparently the current
 system is not working, as everyone seems to agree.


I disagree.  In fact no one agrees the system is not working, as far as I
can tell, except you.  On the contrary the system, i.e. the Project and
Event Grants program, is working fairly well, _despite_ a less-than-desired
level of participation in its advisory committee.  While that is certainly
something we are endeavoring to improve (recognizing, of course, it is
ultimately up to the committee members, but we can improve ways and means),
it should not be taken to mean the system is not working.


 I am curious, what alternatives are you exploring?

  very interesting too - we haven't discussed that one. It may be worth
  considering if there are larger project-based grants. For the annual plan
  grants, we have this in terms of quarterly reports (and midpoint reports
  for IEG), so we do try to do interventions with grantees if it looks like
  they are off-track.  As for (A), based on what we saw through our
  evaluation of IEG[1], motivation is definitely important but the key
  difference for outlier performance was from those grantees that had
  *specific
  target audiences* identified, so they knew exactly who they wanted to be
  working with and how to reach those people. So, I would want committees
 to
  take into account grants with a specific target audience or specific
 target
  topic area (for quality improvements, for example; we saw this for
  successful outreach in PEG grants[2]). More explicitly on motivation,
 while
  it is difficult to measure for new grantees, you can see a lot about
  someone's motivation and creativity based on their past reports if they
 are
  a returning grantee. I would definitely encourage our committees to look
  back on past reports from returning grantees!

The idea of providing some staff support for the committee's work has been
discussed with AffCom, but with no conclusion so far.  It is therefore too
soon for WMF to announce or allocate any such resources.

However, it does not seem to me that staff support would address the
primary difficulty for the committee to respond in a more timely manner.
That would have to do with the generally low participation by most of its
members, an issue to be addressed by the committee itself (or the board),
and to be partly ameliorated, no doubt, by the upcoming addition of new
members.

As you noted, the AffCom work is pretty thankless, and very few community
members take an interest in the committee's work, even from the outside,
and this is to its detriment.  Even you, as a volunteer with exceptionally
broad interests in governance and movement topics, only took an active
interest when your own group needed AffCom's approval.

of a profound interest in ensuring a high-value event, I am bringing this

working-meeting-featuring-Wikimedia-affiliates-and-WMF-and-the-WMF-Board-and-AffCom[4],
whatever we may end up calling it[1].

In the interest of moving on to focus on more substantive issues, and in
light of there being only a single bid submitted so far[5], may I
boldly *suggest
that it be accepted* and that we devote the rest of the time until the
spring to ensuring the lessons[6] of the previous years be heeded in

preparatory work* by the program team and the affiliates?

 Christophe Henner and Jean-Frédéric Berthelot were running again and were
 reelected. As a reminder:

 * Christophe is 29, hardly needs introduction, currently lives in Aurillac
 where he is Head of Marketing for the biggest French video game website
 (top 3 in the World). He has been around in the movement forever, and at
 the board of Wikimédia France for seven years − serving as vice chair since
 2012. His focus lies on the internal organisation and international
 affairs. You may refer to his Wikidata item [[Q18219536]] for more
 information.

 *Jean-Frédéric is 27, a research engineer in Lille (North) currently
 relocating to London, UK. He is a dedicated Commonist, focusing on GLAM −
 especially upload of collections to Wikimedia Commons − and Wiki Loves
 Monuments. He has been serving as a board member since May 2012. His
 interests lie in quality management and impact evaluation, coopeating 
 sharing our awesomeness at the international level, and fostering Cuteness
 in the Wikimedia movement. In his free time he enjoys geocaching, curating
 commonscat.tumblr.comand baking pastries to his colleagues and chapter
 fellows.

 Now, we would like you to welcome returning and new board members:

 * Sébastien Beyou is 28 and is living in Rennes (Brittany), PhD in applied
 mathematics and now a self-employed Web developer. He edit(ed) French
 Wikipédia from 2005 to 2011, and is a member of Wikimédia France since
 2007, mainly active in tech and communication topics. He was member of the
 Board from 2011 to 2012 and served as deputy treasurer; in particular he
 co-organised the Finance Meeting in February 2012, whose the discussion
 there contributed to the creation of the FDC. During his free time, he
 enjoys explaining Wikipedia to public and promoting (often surprising)
 physical-life-actions linked to Wikipedia.

 * Pierre-Selim Huard is 31 and living in Toulouse. PhD in computer science
 with a background in aeronautics, he works as a RD engineer in green
 aviation development. A rugby and photography lover, he is a dedicated
 Commonist and OTRS agent. He is active in programmatic actions such as Wiki
 Loves Monuments or local actions in Toulouse, and is thus one of the
 craftsmen of our long-standing project with the Museum de Toulouse; he also
 had been a board member of our organisation previously. As a board member,
 his main focus are documentation, quality and evaluation. You may have had
 the pleasure to meet him during one of the last three Wikimanias.

 * Samuel Le Goff is 40 and living in Paris. He works as a journalist,
 former assistant of a MP for several years. His interests lie in
 relationship with French authorities, and contributions to public
 consultations, to expose Wikimédia positions in public debates in France
 and European Union.

 * Benoît Prieur lives in Lyon where he is an engineer. He has a background
 in computer science and sociology. He is a regular contributor on supported
 projects and especially on Wikipedia (but not only!). He participates in
 events supported by Wikimedia France and particulary likes editathons.

 paychecks till his very last days. He has been an incredible help:
 trustworthy, precious, always ready for a joke.

 Alessio has been a pillar of Wikimedia Italia: his pragmatism, his
 hardworking disposition, his sense of humor were, and are, a part of our
 organization. A part of how it was born and how it is growing. A part of
 what we are.

 Wikimedia Italia is close to the family and the friends of Alessio in this
 grievous moment.

 We will terribly miss him.

Meta, so as to allow casual participation or ad-hoc comments by anyone
interested (whether or not they are part of a recognized movement
organization).

major milestones as they take place (perhaps: selection of major themes,
draft programme, final schedule).  I'm sure I speak for the team when I say
we welcome your input on any and all aspects of the programme team's work.

 relationship with Italian and foreigner museums.
 She drafted several feasibility studies and business plans for theatres and
 other cultural institutions as well as for start up companies.
 She can speak English fluently and has a good understanding of Spanish and
 French, and she graduated in Economics and in Law (her second degree was
 completed while working).

 She was officially introduced to the Wikimedia Italia assembly this
 Saturday, and this is her second week of work.

 Please welcome her in our incredible Wikimedia movement.

Some definitely do.  Another major factor, mentioned today, is that in some
countries, mobile devices just don't come with good local languages
support, and people are putting up with that and using what the device does
give them, which are generally the major, colonial languages.


 If so we might be doing readers a disservice
 by redirecting them to a local wiki without the content they are
 seeking.  (Perhaps the Content Translation tool can help.)  If our
 userbase in the global south is coming from mobile, than it is
 important to provide localized editing tools for mobile; less so if
 they are primarily English-speaking and can take advantage of the
 desktop editors of enwiki.


Remember that while global south is a shorthand label we use for
convenience to group together a large number of countries, it's often quite
misleading to generalize about it, *particularly* around language
questions.

In Anglophone Africa, for example, most people are used to looking for
information online in English and not in indigenous languages.  But in
Brazil, people consume information in Portuguese, but many (16%) also refer
to the English Wikipedia (and intriguingly, 1 in 3 *edits* from Brazil is
to ENWP!), presumably for its broader coverage or higher average quality.
In Ukraine, 70% read the Russian Wikipedia and only 17% read the Ukrainian
Wikipedia; interviews tell me this is largely due to device defaults,
beyond the obvious different in size and average quality.

I definitely agree.  I had misread your question to mean is the rise

 Hm, the word colonial bothers me here.  I know you mean
 historically colonial, but in the modern world English is also a
 trade language, not just a formerly-colonial language.  Much access to
 enwiki is due to its trade-language status.


Certainly, there are very strong economic incentives to use English these
days, and additionally other incentives, such as prestige real and
imagined, still operating (and those, themselves, are still ripples of
colonialism), but I did not mean 'colonial' here particularly strongly.  I
could have written European, I suppose, except there are many languages
in Europe, and only a handful have been colonial languages.  But the term
is not important here, I think.


 I feel strongly that we have a moral obligation to offer good local
 language support, but I also feel that we shouldn't label and dismiss
 readers who want to learn/practice/find information in a trade
 language. (This is one of the reasons I'm a fan of simplewiki, but
 that's a whole 'nuther discussion.)


I don't see that I (or anyone) did dismiss that.  In terms of our strategic
goals of Reach and Participation, we are agnostic about which languages
people contribute in, or consume in.  In terms of our strategic goal of
Diversity however, we do want to work towards adequate offerings in all
languages in which people are actually seeking to consume knowledge.

I would like to re-emphasize that there are *new criteria* for
participating in the annual Wikimedia Conference in Berlin.  You can read
all about them here[1].  The current eligibility status of different
movement organizations (chapters, the thematic organization, and user
groups) is tracked here[2].  If your group is not yet eligible and you
don't take *very quick steps *to address the gap, your group will not be
invited to the conference this year.

 Dear Wikimedia friends,

 Thanks to the generous support of the Wikimedia Foundation, Wikimedia
 Deutschland will be hosting the Wikimedia Conference from May 14-17,
 2015 [1].

 It is my pleasure to invite Wikimedia Affiliates to join us in Berlin
 and I am delighted that the Funds Dissemination Committee and the
 Affiliations Committee will also hold their meetings as part of this
 conference. This will give us all the opportunity to discuss ideas,
 exchange experience, build capacities, and shape the future of our
 movement together. I am extending this invitation also to the board
 and staff of the Wikimedia Foundation, and I hope that they again
 choose to join us for a couple of productive days.

 == Themes and program ==
 The program team [2] has already kicked-off its planning process and
 is now structuring the conference tracks: Capacity building, sharing
 and collaboration, fundraising and finance, movement strategy. Team
 members come from several entities and countries in the movement,
 including the Wikimedia Foundation, and generously volunteered to
 manage this process together. They will present the major goals and
 schedule for the conference within the coming weeks.

 == Participation and registration ==
 Registration will open in the coming days. The eligibility criteria
 for participating in the Wikimedia Conference 2015 have been aligned
 to the Affiliates’ Agreements with the Wikimedia Foundation. Please
 note that the criteria have changed compared to last year’s. Further
 information on the eligibility criteria and registration will be
 published on Meta [3].

 Affiliates are asked to send delegates that are well-informed in
 goings-on at the affiliate, able to confidently answer questions about
 it and share experience from their group. They should also be
 empowered to commit their group to involvement in proposed projects or
 initiatives.

 == Logistics ==
 Our event team will shortly open the registration and send out further
 information on logistical matters such as travel and accommodation
 booking. Daniela Gentner will be the main contact for all questions
 regarding the logistics, you can reach out to her via
 wm...@wikimedia.de.

movement.  Whenever our paths crossed, it has always been a joy to work
with you, and your professional and yet warm attitude was a constant in any
