Dear all: Here are two announcements and one request from the Participation Support Program Committee (formerly the Participation Grants Committee) and the WMF regarding the Participation Support Program (formerly the Participation Grants Program). ==A note from the Participation Support Program Committee regarding the Participation Support Program's name change== In order to better comply with US tax regulations that affect the Wikimedia Foundation, we must change the name of the Participation Grants Program to Participation Support Program to more consistently reflect the nature of these transactions as reimbursements rather than grants. This will allow WMF and WMDE to continue to administer this program without imposing additional burdensome technical requirements on recipients of these funds, while still keeping us in compliance with US regulations. Now is a good time to start collecting potential nominees to serve on the future FDC, as we hope to select members by late August, and to have a working committee some time in September. I'm pleased to announce that we have significantly expanded the Grant Advisory Committee (GAC)[1] as of today, and it now numbers 30 volunteers, following an open process and public calls for volunteers. The updated list of members is here[2]. With this expansion, we hope to achieve a higher degree of community participation in the Foundation's evaluation of grant proposals for its Wikimedia Grants program[3], as well as more diverse feedback and advice for grant applicants on how to refine their proposals for best impact. The GAC was set up almost exactly one year ago, and has been quietly doing what is frankly a thankless job. I applaud and thank the volunteers who have done this work so far, and look forward to easing their load a little now that the GAC is larger, considering an expected rise in the number of grant proposals they would be called upon to review. Hi, Anirudh. Thanks for the welcoming note. As others have noted, we have not required all members to identify to the Foundation, and those that are identified are so in other capacities. As Katie and Nemo pointed out, GAC work is all done in the open on Meta, and no personal information or actual money is involved, so it is not felt necessary to require identification. Furthermore, it is hoped that the open nomination process gave ample time to express concerns, publicly or privately. So we take the wiki way, which is to trust people in their chosen identities to the extent practical and permissible by law. That's right. We should probably send a reminder/refresher to all chapters and groups about this. The address does appear in the [[wmf:Trademark policy]] page. And for further clarity -- WMZA need not be a party to the trademark agreement, if it doesn't make sense. The city of Johannesburg, or whatever subsidiary body is actually producing and placing the plaques, is the entity that needs permission, and the one that should seek it. As things stand, though, the group does not meet AffCom's criteria for chapters, so if attempted right now, the group would not attain recognition. That fact, combined with the availability of the User Group model of affiliation, seems to suggest an easy low-commitment path for the Kenyan group to develop. As Bence pointed out, a successful Kenyan WUG could well be the basis for a future chapter. Dear friends and colleagues, Another component of the Wikimedia Foundation's increased focus on grantmaking is now ready for discussion: it is a retrospective report on the history, evolution, and processes of the Wikimedia Grants Program (the Foundation's first, and until fairly recently only, grants program). We were interested in an independent report by someone with a good understanding of wikis and our shared values, and chose a local Wikipedian named Kevin Gorman (User:Kevin Gorman), active on English Wikipedia, who has volunteered in the Wikipedia Education Program and also had an (unpaid) internship at the Foundation office in San Francisco for a few months in 2011. What needs to happen in order to ensure requests like this are met if membership fees and sponsorships aren't sufficient? The Foundation is indeed in a good place to fill this need, where it exists. I think very few groups have been able to demonstrate the need for _sustained_ support of this kind (i.e. not the two afternoons needed to finish some particular report, but actual ongoing labor of the order that would require such a position). Again, I am happy to discuss this with any group, on any channel, including privately if they prefer (I prefer public conversations). For example, in the context of the recent FDC proposals, WMCZ's staffing plan[1], assuming that student could be a *part-time* employee, could certainly have gone through the Wikimedia Grants Program (NB: not the GAC -- the GAC is the advisory body to the Wikimedia Grants Program), as in WMCZ's case, I am aware of a relatively large amount of administrative work around reimbursements, related to their two current grants. A case will still need to be made for such positions, each and every time -- we can't, and shouldn't, assume that this model is a panacea, so requests like this will be met wherever they make sense, in terms of both need and capacity (unfortunately, retaining paid help has a non-trivial up-front cost in time and planning, and the capacity to put in that time, responsibly, needs to be there for us to approve such a position). at the peril of my degree studies, with the wishful thinking that one day the help will come to let WMHK and all the other small but well-established chapters professionalise. I was wrong. With the FDC process hammering the final nail into my scepticism about where WMF and the movement is heading, I figured that with a degree in environmental engineering from Cambridge my life will be much better spent helping other worthy causes than wasting days on Wikimedia administration work only to have them go unappreciated time and time again. But I feel that it is necessary for me to leave a parting message to my fellow Wikimedians, a stern warning about where I see our movement heading. I feel that we're losing our character and losing our appreciation for volunteers, in particular the limitations of volunteer effort. Briefly, from the train (so no links): 1. The Wikipedia Challenge competitions were not community initiatives; they were Google initiatives. 2. Agree with Nemo about tools' importance. 3. I'd call out the Tamil Wikipedia Media Contest: great return on very modest investment (of funds); and the Malayalam WikiSangaMotsavam, a series of community and outreach events around a big community gathering, that correlates with a noticeable rise in active editors in MLWP. [Wikimedia-l] Let's report and learn from non-successes (more often)
Dear colleagues, I wanted to remind us all of the importance of learning from when our plans and efforts don't succeed, whether due to mistakes or just an experimental hypothesis turning out to not be the case. We at the Wikimedia Foundation have had such an experiment a few months ago, and an idea we thought had potential turned out to have none of the hoped-for impact. We wrote it up and drew some (I think) interesting learning points from it, including possibly next steps for those who may want to experiment along similar lines. Hi, Nemo. Certainly, this was an ENWP experiment, and it's not unreasonable that there would be no learnings for other projects. The post's audience was absolutely anyone in the movement who may care; after all, anyone can replicate this experiment or something like it, in other countries, other languages, etc. We used community tools and no magic. Hi, Rupert. Thanks for sharing your thoughts! I'm not quite sure I follow your thinking though. With that in mind, I'll offer some statements from my perspective: 1. I don't think we expect anyone to be perfect. _We_ certainly aren't perfect... 2. I don't think we incentivize complete spending of grant budgets. Underspending is not only acceptable, but often congratulated -- look at our responses on reports with underspending, and you'll find we often congratulate grantees on frugality and economizing. 3. Spending does not have to be precise; we allow a 20% variance in smaller grants, or a 10% variance in larger grants. That should be enough for a reasonably-planned grant. 4. The best-laid plans of mice and men[1] often go wrong, we recognize. That is why grantees can submit a request to change the budget _during_ the grant's execution. Take a look at a funded grant, e.g. [2], and you'll see a handy button called Request changes to budget. We generally approve these requests, because they're generally reasonable. 5. The best advice I can give grantees, present and future, is: talk to us! Share your doubts, fears, and uncertainties with us -- we're here to help, and, like you, we want to promote the Wikimedia Mission. We don't like paperwork any more than you do! :) In my observation, the most unhappy grantees were those who did not seek advice or help, or did not communicate about difficulties or unexpected events in real time. Finally, I appreciate your honesty in saying you don't feel you'd be willing to put in the amount of work the GAC requires. Of course, one of my great joys about the printed book was that it was so nicely produced; the publisher, No Starch Press, did a fantastic job of layout and the book itself is quite high-quality. For those who want that, the print book is still available for purchase; but making the Wikibooks text pretty should also be a goal (the current text was cut pasted, so there's a lot of formatting that needs to be cleaned up). I know this has been a long time coming; that's my fault! This has been a side project for us for many years, and I was happy to recently find some time to work on it again. It's my hope that the book is still useful, and that we can make it more useful still for the future. When one reads the links offered by Pavlo, the picture is clearer. The board is trying to suppress on-list criticism with this step, claiming people (no doubt including Pavlo) are trolls and spammers. I think we all know things are often not black and white, and that accusations of trolling are sometimes used by people to brand legitimate opponents (and sometimes people really are trolls). I can't presume to know whether Pavlo is a troll or not, or what the subtance of his criticism is, and how justified it may be. WMUA's current leadership elected to (try to) halt the debate rather than face the criticism (no doubt they have engaged in multiple previous rounds as well), and we can assume the WMUA membership will judge their action as they see fit. But let's not pretend this is a question of a sudden need to set up a new mailing list. That's not what this is about. A. [Wikimedia-l] The next Wikimedia Conference (AKA Chapters' Meeting)
for financially supporting the participation of Foundation staff, FDC Members and WMF Board Members - including all lodging, travel and non-conference meals. *To enable more chapters to offer their city/country as the hosting entity, the Foundation has made the decision to financially support the hosting expenses for the Wikimedia Conference itself; to include the cost of the main conference venue and miscellaneous meeting rooms, the cost of internet access at that venue, the cost of meals provided at the conference venue during the conference for all participants and any group ground transit needs related specifically to the meetings at the conference. Additional reasonable/miscellaneous costs may also be covered per discussions between the hosting groups and the Chief of Finance and Administration at the WMF offices in San Francisco. We look forward to any and all input and suggestions as we work together to refine the planning and execution of the annual Wikimedia Conference. I'd say be bold and start drafting. Many people respond to a flawed (or at least improvable) text more readily than they do to an open invitation to contribute. I, for one, share your perception that NPOV is a problem on some (perhaps most) Wikipedias, and think it'd be a good idea to bolster NPOV with a Board resolution. Not because it would instantly solve the problem, of course, but I see its value in supporting those editors who'd fight to uphold NPOV. A. Hi, everyone. I'm thrilled to announce that as of last week, WMF's new Project and Event Grants (PEG) Program Officer is Alex Wang. She will be supporting the PEG program's scaling up, and will enable us to offer our grantees a much higher level of support in project management and frequent check-ins during grant execution. She brings great expertise in project management, event planning, and grantmaking in the non-profit sector, including much experience in the developing world. Before joining Wikimedia, she worked with the ClimateWorks Foundation and the Energy Foundation, in sustainable energy projects in India, Europe, and China. (She's fluent in Mandarin.) When she wasn't setting up non-profits from scratch in India, she could be found practicing and teaching yoga, installing solar panels in rural maternity clinics in Nepal, and taking photos in precarious situations (mostly while mountaineering and backcountry skiing)[1]. In 2003-2004, she could also be spotted riding a pony around Ulaanbaatar in her quest to study the development of the Morin Khuur (upright two-stringed violin[2]) along the Silk Road[3]. and, at the moment, without a miracle (or hard work, but I assume the most of our movement is used to miracles, not to hard work), the trend will continue. Contrary to that, number of readers has increased. Unfortunately, in this case a miracle is not necessary for that trend to end. * If we count languages with relevant statistics for editors per million, the top of them belong either to the highly motivated communities (Hebrew), either to the rich countries with harsh climate, which makes writing on Wikipedia as a good fun (Estonian, Icelandic, Norwegian, Finish), either to the community which belongs to the both categories (Scots Gaelic). And it's around 100 users per million. If a community has 100,000 of speakers, it would mean that the community would have 10 editors with 5 or more edits per month. In the cases of the languages with 10,000 of speakers, it would mean 1 editor with 5 or more edits per month. That won't work. I'd say that Scots Gaelic could be a good test (Wikimedia UK help needed!). It's a language with ~70k of speakers and if it's possible to achieve 100 active editors per month, we could say that it could somehow work in other cases, as well. * Besides preserving languages and cultural heritage, we want to have useful information on those Wikipedias. That's a tough job for many communities because of various issues: from the lack of reasonable internet access to the inherent cultural biases. But we have some tools -- Wikidata as the most important one -- to create a lot of useful content. But the entrance level is very high. Editors have to know to use computers well, as well as to think quite formally. That's serious obstacle in areas without well developed educational systems. * Good news is that we have chapters in three countries with a lot of languages: India, Indonesia and Australia (though, it's about very small languages in Australia; though, Australia is much richer). So, we have organizational potential. * There are, of course, a lot of other issues. Many of them, actually. But if we wouldn't start, we wouldn't do anything. * * * As you could see, I wrote this not as a kind of plan, but as the set of open questions. I'd like your input (first here, then on Meta): What do you think? How can we start working on it? What do you think it would be the most efficient way? Ways? Any other idea? I'd call you to give wings to your imagination. To be able to solve that, we need bold ideas. I will just add that I agree [content] Quality is a strategic goal we have made little systematic progress on (much progress was made in sheer coverage, of course, e.g. via funding and support for content-centered initiatives such as writing and photo competitions). In the Grantmaking department, we are definitely interested in ideas and proposals to improve (and measure) quality of content on the projects, and not just of outside assessors, but also internal approaches to assessing quality (serving different purposes, to be sure). I encourage those with concrete ideas to propose something, perhaps in the IdeaLab[1], for further development and refinement. Hi. Does anyone know of specific materials developed for teaching critical reading skills (either in K-12 or higher education) *through* reading Wikipedia? I vaguely remember coming across some, but don't remember the details. We submitted our application in May 2012 and it took us a little over two years to get the security clearance from NSI complete all the bureaucratic process! It gives us a great sense of achievement that we could uphold the Wikimedia movement volunteerism spirit with passion, integrity and professionalism despite being a small volunteer community. The pending registration issue could not hold us from doing outreach activities locally taking in the greater Wikimedia Movement. We organized some excellent programs, workshops meet-ups with our limited resources during this time period. This effort successfully brought in good number of new contributors to Bengali Wikipedia increased the article count. Volunteers from WMBD/Bangladesh are also actively participating in the international Wikimedia movement by taking part in discussions, conferences as committee members in different Wikimedia committees. We, as a chapter, want to make small but steady steps towards sustainable progress in fostering the Wikimedia movement in Bangladesh so that we can make the sum of all human knowledge accessible to the people of this region. In fact no one agrees the system is not working, as far as I can tell, except you. On the contrary the system, i.e. the Project and Event Grants program, is working fairly well, _despite_ a less-than-desired level of participation in its advisory committee. While that is certainly something we are endeavoring to improve (recognizing, of course, it is ultimately up to the committee members, but we can improve ways and means), it should not be taken to mean the system is not working. I am curious, what alternatives are you exploring? You are welcome to read all about it[1][2][3]. (C) suggestion, and your (B) suggestion is very interesting too - we haven't discussed that one. It may be worth considering if there are larger project-based grants. For the annual plan grants, we have this in terms of quarterly reports (and midpoint reports for IEG), so we do try to do interventions with grantees if it looks like they are off-track. As for (A), based on what we saw through our evaluation of IEG[1], motivation is definitely important but the key difference for outlier performance was from those grantees that had *specific target audiences* identified, so they knew exactly who they wanted to be working with and how to reach those people. So, I would want committees to take into account grants with a specific target audience or specific target topic area (for quality improvements, for example; we saw this for successful outreach in PEG grants[2]). More explicitly on motivation, while it is difficult to measure for new grantees, you can see a lot about someone's motivation and creativity based on their past reports if they are a returning grantee. In Anglophone Africa, for example, most people are used to looking for information online in English and not in indigenous languages. But in Brazil, people consume information in Portuguese, but many (16%) also refer to the English Wikipedia (and intriguingly, 1 in 3 *edits* from Brazil is to ENWP!), presumably for its broader coverage or higher average quality. In Ukraine, 70% read the Russian Wikipedia and only 17% read the Ukrainian Wikipedia; interviews tell me this is largely due to device defaults, beyond the obvious different in size and average quality. Hm, the word colonial bothers me here. I know you mean historically colonial, but in the modern world English is also a trade language, not just a formerly-colonial language. Much access to enwiki is due to its trade-language status. Certainly, there are very strong economic incentives to use English these days, and additionally other incentives, such as prestige real and imagined, still operating (and those, themselves, are still ripples of colonialism), but I did not mean 'colonial' here particularly strongly. I could have written European, I suppose, except there are many languages in Europe, and only a handful have been colonial languages. But the term is not important here, I think. I feel strongly that we have a moral obligation to offer good local language support, but I also feel that we shouldn't label and dismiss readers who want to learn/practice/find information in a trade language. (This is one of the reasons I'm a fan of simplewiki, but that's a whole 'nuther discussion.) I don't see that I (or anyone) did dismiss that. In terms of our strategic goals of Reach and Participation, we are agnostic about which languages people contribute in, or consume in. In terms of our strategic goal of Diversity however, we do want to work towards adequate offerings in all languages in which people are actually seeking to consume knowledge. If you want to contribute to this particular effort, you can of course share this video, but what would be even better is if you could translate the captions into more languages so that even more people can understand it. We'll migrate the captions from Commons to YouTube and Vimeo as they come in. (BTW does anyone know why YouTube or Vimeo doesn't have open captions? Maybe once we have this captioned in 50 languages, we can use it to advocate that they should.) We're already thinking of ways to open up this process for even more collaboration next year. We put this together in about eight weeks, so we had a pretty big time constraint for making it an open process from the beginning. We're publishing two blog posts on the topic shortly and will send them as soon as they're out.
