I don't think this would have anything to do with "preventing" dry starts.  
To my knowledge one of the only ways to "prevent" dry starts is with an 
aftermarket oil injection system. A system which pressurizes your oil 
galleries etc. or which squirts oil on to "moving" parts, before the engine 
is started and those parts are moving.   .02         L8r,    ---Seth
