My opionon would be anything that is documented.
If the ideas are on the Web site or in version control yes.
Mailing list or chat would not count.
 
I have not contributed anything, so my opinon on this doesn't count.

I'm all for extending/modifying the board as it is right now, and, in
principle, having some sort of democratic process somewhere in there..
However, i don't think it's a good idea to just let anyone who's on
the mailing list vote, otherwise a group of people could just come in
and take control of the project.. (even countries have a very rough
selection process, it's called 'citizenship')
So we need some sort of selection criteria.. like actually having
contributed something one way or another to the project before you can
cast a vote.
