IMHO:

A person that would have 'voting rights':
1. member of mailing list
2. has contributed 'meaningful' ideas / code to the project.
3. has been a member at least 2 weeks before the election?
4. has not been inactive for more than a year?
.. anything else?

If we have an election on the next board (or extension or whatever),
then i wouldn't be against it if we don't use these rules for -this-
election just yet...
But we should use something like this for elections in the future to
prevent the "group of people joining and taking over the project"
scenarios.

What do you guys think?
