IMHO: A person that would have 'voting rights': 1. member of mailing list 2. has contributed 'meaningful' ideas / code to the project. 3. has been a member at least 2 weeks before the election? 4. has not been inactive for more than a year? .. anything else?
If we have an election on the next board (or extension or whatever), then i wouldn't be against it if we don't use these rules for -this- election just yet... But we should use something like this for elections in the future to prevent the "group of people joining and taking over the project" scenarios.
