SPOKESPERSON OF THE EU SENIOR REPRESENTATIVE CRISTINA GALJAK:
SOLANA SATISFIED WITH CONTINUING OF A DIALOG BETWEEN DJUKANOVIC AND
KOSTUNICA

PODGORICA- Senior Representative of the European Union (EU) Javier
Solana is going to report about progress of a dialog between Podgorica
and Belgrade at the meeting of the EU Chiefs of Diplomacy, to be held in
Brussels on Monday, March 11- Solana's Spokesperson Cristisna Galjak
said to Podgoirca's daily "Vijesti".

Galjak underlined that Solana was satisfied with continuing of a dialog
between Montenegrin President Milo Djukanovic and President of the
Federal Republic of Yugoslavia (FRY) Vojislav Kostunica. She has also
announced Solana's visit to Belgrade in the case leaders of Podgorica
and Belgrade agree about redefinition of the relations in the
Federation.
EXPERT OF THE INSTITUTE ESI BENET ABOUT RELATIONS BETWEEN MONTENEGRO AND
SERBIA:
RATIONAL AGREEMENT OF PODGORICA AND BELGRADE

PODGORICA- Montenegro and Serbia are acting as two independent states,
but having in mind all common matters of two states, Solana should work
on forming of some functional integration- Expert from the Institute of
the European Stabilization Initiative (ESI) Cris Benet said.

Benet brings into question matter of the state form of functional
integration of Podgorica and Belgrade and suggests that both states
should join the forces in certain areas, such as energetic and
telecommunication.

The future status of two republics, whether it will be state union or
one state, depends on their rational agreement- Benet and ESI experts
asserted.


MEMBERS OF THE EBRD DIRECTORS BOARD IN THE MONTENEGRIN GOVERNMENT
AID TO TRANSITION PROJECTS

PODGORICA- The transition process and possibilities of more active
engagement of the European Bank for reconstruction and development
(EBRD) in the project.- is the subject of yesterday's talks of Minister
of Economy Darko Uskokovic and Minister of Tourism Predrag Nenezic with
members of the Directors Board of this European Finance Institution.

Representatives of the Montenegrin Government presented achieved level
of reforms, primarily in the area of finances and economic systems of
the Republic.

Concrete projects based on familiar finances models, have been presented
in the area of restructuring and enterprises privatization, tourism and
finance services, in which the European Bank is interested. 

President of the Montenegrin Central Bank Council Ljubisa Krgovic, while
meeting with representatives of the EBRD pointed out impossibility of
returning the dinar into the monetary system of Montenegro. In his
opinion this would "present neglecting of achieved level of economic and
monetary reforms, as well as of interests of Montenegro as an open
economy, which development is based on the tourism and small business".

AGREED COOPERATION OF MONTENEGRO AND FRENCH IN FIGHT AGAINST TERRORISM

PODGORICA- Actual matters regarding bilateral relations and political
security situation in the region- are the main subjects of the talks
between Montenegrin Minister of Police Andrija Jovicevic and French
Minister of Defense Alen Risar, in Paris.

Jovicevic briefed Risar about previous course of negotiations between
Montenegro and Serbia and upon possible solutions for political crisis
that could lead to successful resolving of the state-legal status of
Montenegro.

Both sides agreed upon necessary cooperation and common activity of all
states in the region, in order to prevent political and security
stability.

The French Minister of Defense pointed out the role of Montenegro as the
factor of stability and long-term ally of international community in
implementation of democratic standards in the region.

Riser emphasized that French supported democratic and reform process in
Montenegro, with a view to gaining Montenegro's integration in the
European lines.

Cooperation of French and Montenegro in fight against international
terrorism, manifested in the Balkans has been agreed at the meeting.

Galjak je istakla da je Solana zadovoljan sto crnogorski predsjednik
Milo Djukanovic i predsjednik Savezne Republike Jugoslavije (SRJ)
Vojsilav Kostunica nastavljaju dijalog i najavila da ce Solana, u
slucaju da lideri Podgorice i Beograda priblize stavove o redefinisanju

Podgorica -  Crna Gora i Srbija se ponasaju kao samostalne drzave, ali
kako ima i mnogo toga sto im je zajednicko, Solana bi trebalo da radi na
formiranju neke funkcionalne integracije - misljenje je eksperta iz
Instituta Evropske stabilizacijske  inicijative (ESI) Krisa Beneta.

Benet postavlja pitanje drzavnog oblika funkcionalne integracije
Podgorice i Beograda i predlaze da u nekim oblastima, poput energetike i
telekomunikacija, obje republike treba da udruze svoje snage. 

Kakav ce status imati republike, hoce li biti u drzavnoj uniji ili ce to
biti jedna drzava, prema ocjeni Beneta i eksperata ESI-ja, zavisi samo
od njihovog racionalnog dogovora.

POMOC ZA PROJEKTE TRANZICIJE

Podgorica -  Proces tranzicije i mogucnosti aktivnijeg ukljucenja
Evropske banke za rekonstrukciju i razvoj u taj projekat - tema je o
kojoj su juce u Podgorici razgovarali ministri privrede Darko Uskokovic
i  turizma Predrag Nenezic sa clanovima Borda direktora te evropske
finansijske institucije.
 
Predstavnici crnogorske Vlade prezentirali su dostignuti nivo reformi,
koji se prije svega odnosi na oblasti finansijskog i preivrednog sitema
Republike.

Predlozeni su konkretni projekti u oblasti restrukturiranja i
privatizacije preduzeca, turizma i finansijskih usluga, za koje je
Evropska banka zainateresovana, na bazi vec poznatih modela
finansiranja.

Predjsednik Savjeta Centralne banke Crne Gore Ljubisa Krgovic, u
razgovoru sa predstavnicima EBRD ukazao je nemogusnost vracanja dinara u
monetarni sistem Crne Gore, jer bi to prema njegovoj ocjeni
"predstavljalo zanemarivanje postignutog nivoa ekonomskih i monetarnih
reformi, kao i interesa Crne Gore kao otvorene ekonomije, koja ravoj
zasniva na turizmu i malom biznisu".

Podgorica -  Aktuelna pitanja bilateralnih odnosa i politicko
bezbjedonosna situacija u regionu - teme su razgovora crnogorskog
ministra policije Andrije Jovicevica i francuskog ministra odbrane Alena
Risara, koji su se susreli u Parizu.

Jovicevic je upoznao Risara sa dosadasnjim tokom pregovarackog procesa
Crne Gore i Srbije i mogucim rjesenjima politicke krize, koji bi vodili
u pravcu uspjesnog rjesavanja drzavno - pravnog statusa Crne Gore. 

Konstatovano je da postoji potreba zajednickog djelovanja i saradnje
svih zemalja u regionu, u cilju stabilzacije politickih i bezbjedonosnih
prilika. 

Ministar odbrane Francuske istakao je ulogu Crne Gore kao faktora
stabilnosti i dugodisnjeg saveznika medjunarodne zajednice na
implementaciji demokratskih standarda u regionu. 

Riser je naglasio da Francuska podrzava demokratske i reformske procese
u Crnoj Gori, u cilju njenog ukljucivanja u evropske integracije.

Dogovorena je saradnja Francuske i Crne Gore u borbi protiv
medjunarodnog terorizma, koji se manifestuje na podrucju Balkana.
