SOLANA'S ADVISER STEFAN LENE GOT A CLEAR ANSWER FROM PODGORICA
THE DINAR OUT OF CONSIDERATION

PODGORICA- Montenegro is not going to accept any form of a new temporary
community with Serbia that would include returning the dinar in the
turnover- Montenegrin President Milo Djukanovic and Premier Filip
Vujanovic said, during yesterday's meeting with Special Adviser of
Javier Solana for the Balkans Stefan Lene.- Podgorica's daily "Vijesti"
inform from sources close to the cabinets of Djukanovic and Solana.

Montenegro is not going to give up its customs either- it has been said
to Solana's Adviser since this would mean return to the reforms at the
Serbian level. The European mediator has excluded this as a possible
solution and Djukanovic has also agreed with it- "Vijesti" inform.


MONTENEGRIN PREMIER FILIP VUJANOVIC ABOUT RELATIONS BETWEEN MONTENEGRO
AND SERBIA:
TRANSITIONAL MODEL IS SHORT TERM MODEL-REFERENDUM IS NOT A CONTROVERSIAL
MATTER

PODGORICA- Talks about relations between Montenegro and Serbia have been
conducted with agreed dynamic- Government President Filip Vujanovic
said.

The Montenegrin Premier said that, Montenegro had to preserve all the
instruments in the monetary and customs sphere - the Central Bank and
the Customs. Montenegro has confirmed its capability to organize a
monetary police in a high-quality way and it has the customs system and
administration, in accordance with the European Union (EU) standards.-
Vujanovic said.

Montenegro wants to keep its economic system and its has no intention to
close the institutions constituted during the implementation of
reforms.- Vujanovic said, announcing that the finished plenary meeting
about the Montenegrin-Serbian relations will be held in the first half
of March this year.

Then it will be concluded, Vujanovic emphasized, whether the conditions
for a transitional model that will be tested in a short period have been
acquired, with the quarantines to Montenegro to get the right on
referendum and recognition of its outcome.

Otherwise, we will conclude that there was not any agreement reached and
the referendum will be organized in Montenegro- Vujanovic said, pointing
out that the Euro is a permanent currency in the monetary policy of
Montenegro. 



THE CENTRAL BANK AND THE CENTER FOR DEMOCRACY ANNOUNCE
THE DINAR CAN NOT BE RETURNED IN MONTENEGRO

PODGORICA- In present condition, when a rigid monetary policy has been
conducted, because of a lack of emission function of the Central Bank,
two currency system in Montenegro is practically impossible solution and
it would be a step back in the field of reforms.- President of the
Montenegrin Central Bank Council Ljubisa Krgovic asserted.

Two currency system would oblige Montenegro to control the emission
function of the People's Bank of Yugoslavia (NBJ), which is unacceptable
for Serbia and Montenegro does not have such aspirations either -Krgovic
said. 

Director of Podgorica's Center for Democracy and Human rights Srdjan
Darmanovic asserted as unrealistic to expect return to Yugoslav dinar as
currency in Montenegro.








MONTENEGRIN MINISTER OF TOURISM PREDRAG NENEZIC:
CRUCIAL TOURIST SEASON TO BE EXPECTED

PODGORICA- Next tourist season at the Montenegrin coast will be crucial,
since a great number of tourists from West Europe announced their visit-
Montenegrin Minister of Tourism Predrag Nenezic said yesterday in Kotor,
on the occasion of his visit to the Faculty for Tourism and Hotel
Management.

Pointing out that tourism presents developing chance of Montenegro,
Nenezic announced soon presentation of the Master plan for the
Montenegrin tourism development to the Faculty for Tourism and Hotel
Management in Kotor.

New marketing strategy and identification plans of the area and objects
should be priority during realization of the Master plan, on which the
entire development of the Montenegrin tourism has to be based- Nenezic
said.



GERMAN GOVERNMENT APPROVED EURO1,5 MILLION FOR OPENING REVISION AGENCY
IN MONTENEGRO
REVISION FOR PUBLIC FINANCES

PODGORICA- Montenegro will get, at latest within two years, a national
revision agency, which will have a control over public finances, its
legality and regularity- Montenegrin Premier's Adviser for the economic
relations with the foreign states Dejan Bajic said.

This institution will control functioning, efficiency and economy of
public finances and the German Government has provided during last year,
Euro 1, 5 million for its opening- Bajic said.

Bajic says that the national revision agency is going to be an
independent institution, which will control in a certain way the work of
the Government, in the name of the Montenegrin Assembly.

Crna Gora se nece odreci ni sopstvenih carina, receno je Solaninom
savjetniku, jer bi to znacilo povratak reformi na srpski nivo, sto je
kao bilo kakvu mogucnost iskljucivao i plan evropskog posrednika na koji
je Djukanovic dao nacelnu saglasnost - navode "Vijesti".

Podgorica -  Razgovori o odnosima izmedju Crne Gore i Srbije idu
dogovorenom dinamikom - izjavio je predsjednik Vlade Crne Gore Filip
Vujanovic. 

Crnogorski premijer rekao je da u monetarnoj i carinskoj sferi, Crna
Gora treba da sacuva sve instrumente - Centralnu banku i Carinu.
Pokazalo se, kazao je Vujanovic da je Crna Gora u  stanju da organizuje
monetarnu politiku na kvalitetan nacin i da ima carinski sistem i
upravu, koji odgovaraju standardima Evropske unije (EU).

Crna Gora smatra nuznim da zadrzi svoj ekonomski sistem, a institucije
koje tokom reforme konstituisala nece ugasiti - rekao je Vujanovic,
najavljujuci da ce zavrsni plenarni sastanak o crnogorsko - srpskim
odnosima biti odrzan u prvoj polovini marta ove godine.

Tada ce se konstatovati, rekao je Vujanovic, da li su se stekli uslovi
za prelazni model koji bi bio testiran u kratkom periodu, uz garantovano
pravo Crnoj Gori na referendum i priznanje referendumskog rezultata.

U suprotnom, konstatovacemo da se nijesmo dogovorili i u Crnoj Gori ce
se organizovati referendum - rekao je Vujanovic, isticuci da je u
oblasti monetarne politike Crne Gore euro trajna orijentacija.

Podgorica -  U sadasnjim uslovima, kada se zbog nepostojanja emisione
funkcije Centralne banke vodi rigidna monetarna politika, dvovalutni
sistem u Crnoj Gori prakticno je nemoguc i predstavljao bi korak nazad u
reformama - ocijenio je predsjednik Savjeta Centralne banke Crne Gore
Ljubisa Krgovic.

Dvovalutni sistem bi podrazumijevao da Crna Gora kontrolise emisionu
funkciju Narodne banke Jugoslavije (NBJ), a to je neprihvatljivo za
Srbiju, a Crna Gora nema takve aspiracije - rekao je Krgovic.

I direktor podgorickog Centra za demokratiju i ljudska prava Srdjan
Darmanovic, ocijenio je da je nerealno ocekivati povratak jugoslovenskog
dinara kao valute u Crnoj Gori.


CRNOGORSKI MINISTAR TURIZMA PREDRAG NENEZIC:
CEKA NAS PRELOMNA TURISTICKA SEZONA

Podgorica -  Predstojeca turisticka sezona na Crnogorskom primorju bice
prelomna, jer je najavljen dolazak velikog broja gostiju iz Zapadne
Evrope - rekao je crnogorski ministar turizma Predrag Nenezic juce u
Kotoru, prilikom posjete Fakultetu za turizam i ugostiteljstvo.

Naglasavajuci da je turizam razvojna sansa Crne Gore, Nenezic je rekao
da ce Master plan razvoja crnogorskog turizma uskoro biti prezentiran na
Fakultetu za turizam i ugostiteljstvo u Kotoru.

Nova marketing strategija i planovi identifikacije podrucja i objekata
treba da dobiju prioritet pri realizaciji Master plana, na cemu treba da
pociva kompletan razvoj crnogorskog turizma - rekao je Nenezic.

 
NJEMACKA VLADA ODOBRILA 1,5 MILIONA EURA ZA OTVARANJE REVIZORSKE
AGENCIJE U  CRNOJ GORI
REVIZORI ZA JAVNE FINANSIJE

Podgorica -  Crna Gora ce najkasnije za dvije godine dobiti nacionalnu
revizorsku agenciju, koja ce pratiti legalnost i regularnost javnih
finansija - rekao je savjetnik za ekonomske odnose sa inostranstvom
premijera Crne Gore Dejan Bajic.

Ta institucija kontrolisace funkcionisanje, efikasnost i ekonomicnost
javnih finansija, a za njeno otvaranje njemacka Vlada je sredinom prosle
godine obezbijedila 1,5 miliona eura - rekao je Bajic.

Bajic tvrdi da ce nacionalna revizorska agencija biti nezavisna
institucija, koja ce na oredjeni nacin kontrolisati rad Vlade u ime
Skupstine Crne Gore.
