IMPROVEMENT OF COOPERATION BETWEEN PODGORICA AND KIEV

PODGORICA- Actual political situation in Montenegro, especially process
of a dialog about the redefinition of the Montenegrin and Serbian
relations, with participation of the European Union (EU) High
representative Javier Solana- are the subject of yesterday's talks
between Montenegrin President Milo Djukanovic and Ambassador of Ukraine
Antoli Sostak.

During the talks Djukanovic and Sostak expressed mutual willingness to
improve bilateral relations, economic and complete cooperation between
Podgorica and Kiev.

NEGOTIATIONS

PODGORICA- There is no firm plan or a document which the European Union
(EU) would offer to Podgorica or Belgrade, regarding redefinition of
their relations- Podgorica's media inform, according to agencies'
sources in Brussels.

Source from the Council of Ministries repeated several times that the
last thing the EU would want is to be reconsidered as one of the sides
in the negotiations about redefinition of the future Montenegrin and
Serbian relations. The EU has an aim to make easier negotiations and to
give the suggestions about the main points for solving the problem.-

According to the agencies' sources in Brussels, the EU starting point is
that Montenegro and Serbia want to be the EU members, so that the
process of stabilization and association includes giving advises about
transformation of the country that intends to be closer to Brussels.

RIGHT ON REFERENDUM CAN NOT BE DENIED

PODGORICA- Vice President of the Montenegrin Government Dragan Djurovic
and Chief of the Monitoring Mission of the European Union (EU) in
Podgorica Peter Sintler talked yesterday about actual political
situation in Montenegro, especially about the future relations between
Montenegro and Serbia.

Djurovic expressed his believe that there was reached a certain progress
in the talks and that there could be expected mutually accepted
agreement about the new Montenegrin and Serbian relations.

The priority for both Montenegro and Serbia is achieving a faster
integration in the European democratic lines, according to the model
that will not endanger their independence and the level of achieved
reforms.

The right on referendum presents a universal democratic right. Therefore
it is also the right of the Montenegrins- Djurovic said, adding that the
time when this right will be used should be especially reconsidered,
having in mind understanding and respect of the EU policy and global
political interest.

THE MOST IMPORTANT IN NOT TO DENY TO MONTENEGRO ITS RIGHT ON SELF
DETERMINATION 

PODGORICA- The most important thing is that nobody deny to Montenegro
its right to decide by itself about its own future. It is also as much
important to keep the level of achieved reforms till the end, since it's
the priority of the Montenegro's state policy.-Montenegrin President
Milo Djukanovic said in yesterday's talks with Special Adviser for
southeastern Europe in the State of Department James Holms and
Ambassador of the United States of America (USA) in Belgrade William
Montgomery.

Djukanovic exchanged opinions with the American diplomats about the
actual situation regarding negotiations between Montenegro and Serbia,
that have been conducted under patronage of the European Union (EU) High
representative Javier Solana.

Montenegrin President presented official attitudes and opinions of
Montenegro regarding permanent solution for the matter, as well as the
position concerning finding of a transitional solution which would
include, primarily, state, national and other interests of Montenegro,
situation in the region and interests and suggestions of the EU and the
US.

Holms and Montgomerry met also with the leaders of the parliamentary
parties in Montenegro.

THE USA WILL CONTINUE TO SUPPORT REFORMS IN MONTENEGRO

PODGORICA- Future of Montenegro will depend on the success of achieved
reforms and the United States of America (USA) are going to support
completely Montenegro in the process.- Adviser for southeastern Europe
in the State of Department James Holms said, after talks with the
Montenegrin state and political leaders in Podgorica.

Holms underlined that the US had developed very successful relations
with Montenegro and that they will work on the improvement of
international cooperation in the future.

In addition to it, we discussed about the initiative of the European
Union (EU) about redefinition of the Montenegrin and Serbian relations
and we expect positive outcome of the dialog, conducted under patronage
of the EU- Holms said at yesterday's Press conference.

Holms confirmed statements from Montenegrin President Milo Djukanovic's
Cabinet that the US will continue to support implementation of reforms
in Montenegro regardless of solution of the state status.

Republike - istakao je predsjednik Crne Gore Milo Djukanovic u
jucerasnjem razgovoru sa specijalnim savjetnikom za Jugoistocnu Evropu u
Stejt dipartmentu Dzejmsom Holmsom i ambasadorom Sjedinjenih Americkih
Drzava (SAD) u Beogradu Vilijemom Montgomerijem.

Djukanovic je sa americkim diplomatima razmijenio misljenje o aktuelnoj
situaciji u svjetlu pregovarackog procesa Crne Gore sa Srbijom, koji se
odvija pod pokroviteljstvom visokog predstavnika Evrpske unije (EU)
Havijera Solane.

Crnogorski predsjednik iznio je zvanicne stavove i poglede CrneGore na
trajno rjesenje tog pitanja, kao i poziciju u odnosu na trazenje
prelaznog rjesenja, koje bi uvazilo prije svega, drzvne, nacionalne i
druge interese Crne Gore, kao i kretanja u regionu i interese i
sugestije EU i SAD-a.

Holms i  Montgomeri  razgovarali su i sa liderima parlamentarnih
stranaka u Crnoj Gori.

ostvaruju, a Sjedinjene Americke Drzave (SAD) ce nastaviti da daju
snaznu podrsku Crnoj Gori u tom procesu  - izjavio je savjetnik za
Jugoisotcnu Evropu pri Stejt dipartmentu Dzejms Holms, nakon  razgovora
sa crnogorskim drzavnim i politickim liderima u Podgorici. 

Holms je naglasio da je odnos koji su SAD razvile sa Crnom Gorom veoma
plodonosan i da ce se u narednom periodu raditi na unapredjenju
medjudrzavne sardnje.

Pored toga, bilo je razgovora o inicijativi Evropske unije (EU) o
uredjenju odnosa Crne Gore i Srbije i mi ocekujemo pozitivan ishod tog
dijaloga pod okriljem EU  - rekao je Holms na jucerasnjoj Press
konferenciji.

On je potvrdio navode kabineta crnogorskog predsjednika Mila
Djukanovica, da ce SAD nastaviti da pruzaju podrsku reformama Crnoj Gori
bez obzira na rjesenje drzavnog statusa.

Podgorica -  Aktuelna politicka kretanja u Crnoj Gori, sa posebnim
osvrtom na proces dijaloga o uredjenju odnosa Crne Gore i Srbije, uz
ucesce visokog predstavnika Evropske unije (EU) Havijela Solane - teme
su, o kojima je juce crnogorski predsjednik Milo Djukanovic razgovarao
sa ambasadorom Ukrajine Antolijem Sostakom.

U razgovoru Djukanovica i Sostaka izrazena je obostrana spremnost za
unapredjenje bilateralnih odnosa, ekonomske i ukupne saradnje Podgorice
i Kijeva.

Ukrajinskog ambasadora Anatolija Sostaka primili su u odvojene posjete
crnogorski premijer Filip Vujanovic i potpredsjednik Skupstine Dragan

Podgorica -  Ne postoji nikakav cvrst plan, niti dokument koje bi
Evropska unija (EU) dala Podgorici ili Beogradu, kada je rijec o
uredjenju njihovih medjusobnih odnosa - pisu podgoricki mediji,

 vise puta je ponovio da EU nikako ne bi zeljela da je posmatraju kao
jednu od strana u pregovorima o uredjenju buducih odnosa Crne Gore i
Srbije, nego iskljucivo kao nekoga ko olaksava pregovore i ko se
ogranicava na to da daje sugestije o glavnim pravcima rjesavanja
problema.

Prema agencijskim izvorima u Brislu, EU polazi od toga da Crna Gora i
Srbija zele biti clanice EU i da se stabilizacijski i asocijacijski
proces sastoji od davanja savjeta o transformaciji zemlje koja se zeli
pribliziti Briselu.

PRAVO NA REFERENDUM NIJE SPORNO

Podgorica -  Potpredsjednik crnogorske Vlade Dragan Djurovic i  sef
Posmatracke misije Evropske unije (EU) u Podgorici Peter Sintler
razgovarali su juce o aktuelnim politickim prilikama u Crnoj Gori, sa
posebnim osvrtom na razgovore o buducim  odnosima  Crne Gore i Srbije.

Djurovic je izrazio uvjerenje da je u tim razgovorima postignut napredak
i da moze doci do obostrano prihvatljivog sporazuma o novim odnosima
Crne Gore i Srbije. 

Pri tome je izuzetno vazno, rekao je Djurovic da Crna Gora i Srbija sto
prije ostvare perspektivu brze integracije u evropske demokratske
strukture, po modelu koji nece ugorziti njihovu samostalnost i
dostignuti stepen reforme.

Pravo na referendum je univerzalno demokratsko pravo, dakle pravo koje
moraju imati i gradjani Crne Gore - rekao je Djurovic, pri cemu  se mora
voditi racuna kada ce to pravo biti iskorisceno, polazeci od
razumijevanja i respektovanja jedinstvene politike EU i globalnih
politickih interesa.
