I am not familiar enough with the bldg code requirements to comment, the local Fire Marshall is OK with a 13R system. This is a fairly large wood framed 35,000 sq. ft. per floor complex. The dwg cover sht says it's SBC R-2 Residential & A-2 Small Assembly (no stage), NFPA 101 New Apartment.
