Having said that you don't apply all of 13, does that mean that in the 13 areas outside of the dwelling units you 1) Would 2) Would not apply the 3000 Sf design area for concealed combustible construction?

Other considerations aside (such as increased fire area as well as the whole issue of mixed occupancies) let's say we are starting with a building that a 13R system is acceptable. The answer is that you are on the right path but 1500 sf is not the only answer. Outside the dwelling unit (barring exceptions), you do have to follow 13 for the discharge criteria ALONG WITH ITS MODIFIERS. Although not part of the question allow me to say (due to extensive misunderstandings) that you do not apply all of 13, ie locations such as concealed combustible spaces or hose demand.
