The StarTrib today published the details of four
school superintendents' contracts. Superintendent
Harvey's contract stands out in a couple of areas.

For instance, her bonuses are labeled "longevity"
bonuses while the other superintendents either get no
bonuses or get "performance" bonuses. Now, this MAY be
just a matter of semantics. There's no detail given
for how "performance" is measured. It may be that it
means the same thing as "longevity." That is, unless
you've performed so badly that you should be fired,
your "performance" merits a bonus.

Another interesting area is in sick pay. All the
superintendents are allowed to accumulate sick pay
and, when they leave, be paid for at least some of
their unused sick days. However, Superintendent Harvey
will get paid for TWICE the number of unused sick days
when she leaves.

Coming from private industry where pay for unused sick
days is, perhaps not unheard of, but certainly
uncommon, I've never understood why anyone gets paid
for unused sick days. But I've never heard, even in
the public sector, of anyone getting paid DOUBLE for
unused sick days. And this is not an insignificant sum
of money. Depending on how many sick days are declared
while she's working, this provision will add a five
figure amount to the Superintendent's compensation
when she leaves.

Now, it may be that Pat Harvey deserves every penny
that she's going to get under this contract. The
consensus seems to be that she's doing a good job. But
some of the provisions in her contract are certainly
unusual, both on their face and in comparison to the
other area superintendents.
