An alternative to learning pewter casting might be Precious Metal Clay. 

I've just tried this for the first time - its wonderful stuff, and if the piece is small enough can be fired with a small butane torch. I have been told that it is not strong enough for the bar part of a buckle (as the silver is 99.9%), but that a brass one can be 'covered' for added strength. Saying that, it does seem pretty strong to me and it would depend greatly on the stress that the band is intended to take - a loose belt in a medieval style wouldn't have any stress on it at all.
