In Richard Rutt's book, The History of Knitting, there is a picture of a girdle (mistakenly identified as knitting once) which has the warp ends wrapped, knotted and fringed - its really quite lovely. Unfortunately, this is all from memory as I cannot find the photocopy I thought I had. But, it is a really nice way to finish something if you want 'dangly' bits, so I'd recommend trying to get hold of the book if you can.
As for small metal ends, there is a simple one available here in the UK - from jewellery findings suppliers, and usually just called 'ribbon ends'. I don't know if they are what you are looking for as they do include a 'loop' to fasten further fittings. I haven't been able to find other styles or sizes yet though. You can't use them on any really thick ribbon, and the addition of some glue is helpful as the teeth go through a manufactured ribbon well, but not always so well on TW.
