I  can't say that I've noticed any memory / resource degradation and I
keep  TB running 24 / 7. Although reboots are a common occurrence (TVM
M$)  I  have  periods  when  my  96mb  Laptop  will run for a few days
non-stop. TB doesn't seem to resource steal at all and I use it a lot.
Perhaps  it  is  only  the use of certain features / aspects which may
have resource leaks, ones which I don't visit regularly enough to have
an impact.
