These shortcuts don't use specific templates. Templates are chosen
depending on who the message is addressed to. If you hit CTRL-F4 and
the recipient address in the created message is in your address book
and a template has been defined there, then the address book
template is used. Otherwise, the folder template will be used
instead.

It really has nothing directly to do with what shortcut you use to
generate the message. It has everything to do with the address
that's in the To: field.
