My original suggestion was TIFF, because it does a lot of things more gracefully than BMP. I did not suggest JPEG, which is lossy, as Sean noted. TIFF is lossless. However, given the results of Bill B.'s test, apparently the PDF compression algorithm produces the same results with TIFFs as with BMPs.
