Although JPGs handle color (photographs) better than BMPs, JPG's are a
lossy. TIFFs are lossless. If you can't save to PDF, save to TIFF, then
convert to PDFs. I have to do that now with my older HP Scanjet 5500C thanks
to updating to IE7. I used to be able to save directly to PDF, now I have to
save to a high resolution TIFF and convert to PDF. I have no fuzziness
problems, just a lot of frustration having to do the extra step.

As for photographs, TIFFs are the way to go because of JPGs lossy character.
If you have to save to JPG, then immediately convert them to either PSD
(Photoshop) or TIFF files if you have to do any manipulation. Googling for
"Image File Types" reveals a number of URLs that can help you understand why
you should never use JPGs for archival files.
