In the article 24  it specifies that operators of telecom networks should
be able to define technical characteristics..

The article 26  specifies that ETSI has a role to produce harmonized
standards etc..

They don't have to be CTRs, they are simply voluntary standards that

Than article 5 talks about harmonized standards.

So how can you say CTR,s are gone..

What I see that it will be big mess with a manufacturer applying 
partial requirements as he feels it suits him.

I would agree that life does not get any easier for the manufacturer
when moving from prescribed requirements to more speculative 
requirements.  There is an increased risk.<<
